This is a great business idea. It's original. I don't know if it'd be a legal business though under the weapons distribution law without a permit. Can you ask in Lore Q&A to find out?

Fletchers really only make the stem and the actual fletching, a blacksmith then buys them and adds the broadheads, bodkins, etc..

It still could be considered by the law as a part of weapon distribution process though. I want to be sure that it's legal to conduct this sort of business without having a permit before I add it to the register.
