The Lifeguard Office reports a stagnation of registrations given the New Year, which is to be expected given holiday celebrations. At that, the Lifeguard Officer wishes all to have had a very happy holiday season.

Despite that stagnation, some noble houses remain unprotected by house guards, which invites risk and injury. All noble houses are encouraged to demonstrate their good favor with the common class by courting suitable defenders to their banner.

Any noble house with any questions regarding house guards or palests whatsoever are encouraged to contact the Lifeguard Office. The Lifeguard Office always stands ready to work with law-abiding, cooperative peers, but will begin to take a shift toward no-tolerance in lawbreaking and noncompliance with the dawn of a new year.

On House Guard Armaments:
Pursuant to recent law changes, House Guards are permitted Lesser Armor Permits A, B and C:
  • Lesser Armor Permit A:
    • Chest-piece (covering only the minecraft body section)
    • Forearm braces (covering only the lower half of arm sections)
  • Lesser Armor Permit B:
    • Full-arm piece on either right or left arm (covering an entire arm section, but not the other)
    • A helmet
    • A forearm bracer on the other arm (covering only the lower half of the arm section)
  • Lesser Armor Permit C:
    • Forearm bracers (Covering only the lower half of arm sections)
    • Shin bracers (covering only the lower half of leg sections)
    • A shoulder piece (that descends no further than three pixels from the head)
Permits cannot be combined. The Lifeguard Office and Violet Order will begin immediately arresting House Guards that violate these guidelines, and will furthermore revoke the rights of individual house guards or begin imposing sanctions and fines against noble houses that refuse to comply with the law code.

When you are designing your skins, please make it abundantly, air-tight clear what is armor, and what is not armor. Ambiguous gray, silver or black pixels, by default, will be interpreted as metal armor. Please make the process of judging if armor is legal or not simple for all involved. I don't want my character to have your character/have your character's guards arrested! But at the same time, if you leave it open to interpretation what specific parts of a skin look like armor and what do not, it forces me to have to make a IC decision that makes me/my character look bad either way.

I'm more than willing to look over skins ahead of their use to completely side-step these OOC issues, but that requires proactivity on the noble house head's part to make those arrangements.

The Lifeguard Office furthermore reminds all noble houses that House Guards must be registered with the Lifeguard Office within a reasonable amount of time of their hiring. Failure to do so is a violation of High Law 1.

On the conduct of house guards:
The Lifeguard Office reminds the peerage of Imperial Protocol toward servants, pleading that while house guards should be treated with dignity and respect; and provided for, guided and nourished under the service of noble houses; that certain lines of familiarity between house guards and their employees should not be crossed. Please ponder the following guidance of the Emperor on noble court protocol:
  • "The Master-Servant relation must always remain apparent"
  • "All interactions between a Servant and non-Family Nobles, comes through the approval of the Master."
  • "Fraternization towards Servants or Commoners is strictly forbidden. Flirting, Fornication, Debauching and other interactions normally reserved with close relations are strictly forbidden towards Servants, as they interfere with the Master-Servant relation."
The Lifeguard Office provides the following additional advice in response to specific scenarios that have played out in recent times:
  • House guards should never sit while on duty. Furthermore, house guards should never be permitted to sit immediately next to their noble employers. Doing so expresses unspoken implications of familiarity verging on inappropriate romantic interest.
  • House guards should be used exclusively to protect the nobles they are hired by, and not to intimidate or harass others in social contexts.
Office activity report:
  • Meetings with Lord Chancellor, Lord Commander and Whip Minister regarding prosecution of former house Castley
  • Meetings with House Howlester
  • Meeting with House Delmotte
  • Meeting with House Gishkim
  • Meeting with House di Civita
On former house Castley
While all may rest more soundly knowing the threat that was the former house Castley has been quelled, many citizens employed by said former house actively chose to ignore its members' illicit and immoral behavior, even following the house's incarceration in Krakenburg preceding its trial.

The Lifeguard Office furthermore finds it problematic that some house guards who turned a blind eye to the actions of their former employer are now quietly broaching employment with other noble houses.

In the public interest of maintaining a high standard for noble house guards, this office institutes a ban on all former house Castley guards from the Lifeguard Registry.

The former house Castley guards listed below may appeal this ban by publicly denouncing the former house Castley, and by proving repentance through presenting evidence of public service with the Civics Ministry, evidence of Celerial relief, or evidence of other public service that extends beyond the expectation of the average citizen to the Lifeguard Office.

On Palests:
The following rights and privileges are afforded to palests:
  • Palests are sworn for life to a noble until death. A palest and noble violate their oath by deserting one another for more than a month.
  • Palests have access to full armor permits while not in the presence of their sworn noble. Palests act on behalf of the noble they are sworn to, and are always on-duty.
  • Palests are permitted certain privileges of elevated status in private not typically offered to commoners, such as eating and drinking alcohol in the presence of their liege.
  • To become a palest, a house guard must serve a noble as a house guard for three months before they swear a mutual oath or pact of their own making in the presence of the Lifeguard Officer.
  • Palests must not complain, lie to or raise arms against their liege. In turn, a liege must provide for their palest and must not physically harm their palest, deceive them or cause them humiliation in public.
  • Any violations of palest policy should be reported to the Lifeguard Officer. Oaths of palestry may not be absolved without court intervention or Lifeguard Officer approval.
  • Punishments include fines for the liege noble who violates the terms, and public service for the commoner palest who violates the terms. Recalcitrant palests may face exclusion from certain perks, such as revocation of full armor permissions.
The Lifeguard Office encourages those noble houses who have had long-term house guards to consider rewarding loyal service with palestry.

House Guard Registry:
The Lifeguard Office reminds all house heads to ensure the house guard registry remains up-to-date with hirings and dismissals. While decrees are released on a monthly basis, noble house heads must register their guards as soon as they are hired.

((OOC Note: House heads should register their house guards in my forum DMs using the below formatting. Please include character names and usernames.))
