On Legal Changes
The office of Lifeguard reminds the peerage of the following law change in regard to House Guards:

Noble House Guards are individuals retained by Noble Houses to serve for their protection. Noble Houses Guards are specifically hired to not be servants (bringing around food & drinks, helping with household tasks). Noble House Guards are permitted automatic weapon permits but only when in the direct company of the House they are in service of. They are also permitted automatic armor permits, but only lesser armor permits, where 50% of their body may be covered in armor. In any and all cases, if a Noble House Guard is not with any member of the Family they are employed by, these permits are not valid and they may be arrested. Additionally, House Guards may not enter other Noble Estates with Armor and Weapons, unless invited in. House Guards do not need to be approved before hiring, but do need to be registered with the State's Lifeguard Commissioner, which is a position appointed by the Lord Chancellor. The Lifeguard Commissioner may set additional rights and privileges for Palests (unique personal bodyguards) so long as they do not conflict with other State Laws.

The Lifeguard interpretation of 50 percent armor coverage is the following:
  • A house guard may not under any circumstance wear armor over their head.
  • A house guard may fully wear armor on their torso AND legs and arms so long as that armor on the legs and arms does not extend beyond their elbow or knee.
  • A house guard may fully wear armor on their torso AND fully cover their legs.
  • A house guard may fully wear armor on their torso AND fully cover their arms.
OOC note: 50 percent is hard to demonstrate, hard to implement and hard to enforce from an IC perspective. I'd like to avoid being a skin nazi by counting pixels if at all possible while making it easy for Violet Guards to enforce.

In the below image, I have painstakingly counted pixels to determine what 50 percent armor looks like on a skin, while discounting areas of a skin you can't put armor on such as through joints, etc. in red. Yellow is optional depending on preference.

On House Castley
The Office of Lifeguard lifts its former order that House Castley be limited to five house guards. House Castley may employ however many guards it wishes, although disciplinary measures may be imposed should any misconduct issues arise.

On Palests
The following rights and privileges are afforded to palests:
  • Palests are sworn for life to a noble until death. A palest and noble violate their oath by deserting one another for more than a month.
  • Palests have access to full armor permits while not in the presence of their sworn noble. Palests act on behalf of the noble they are sworn to, and are always on-duty.
  • Palests are permitted certain privileges of elevated status in private not typically offered to commoners, such as eating and drinking alcohol in the presence of their liege.
  • To become a palest, a house guard must serve a noble as a house guard for three months before they swear a mutual oath or pact of their own making in the presence of the Lifeguard Officer.
  • Palests must not complain, lie to or raise arms against their liege. In turn, a liege must provide for their palest and must not physically harm their palest, deceive them or cause them humiliation in public.
  • Any violations of palest policy should be reported to the Lifeguard Officer. Oaths of palestry may not be absolved without court intervention or Lifeguard Officer approval.
  • Punishments include fines for the liege noble who violates the terms, and public service for the commoner palest who violates the terms. Recalcitrant palests may face exclusion from certain perks, such as revocation of full armor permissions.
Since the last Lifeguard decree, Grand Duke Abelhard Petrou's palest Alexei Reznikofinid has been released due to misconduct. Lord Roul Cadieux's palest Isobel Lykke has been released due to abandonment by the Lord. Grand Duchess Tuija Nordjem's palest Aesgeir av Hedryll has been released due to abandonment. All recognized palests are listed below in their respective house guard retinue.

House guard registry:
The Violet Order has access to the following public registry to enforce Common Law 1 and all relevant House Guard and Palest policies. The Violet Order should communicate those on this list convicted of any crimes, in the past or into the future, to the Lifeguard Officer:
