AN EDICT ON THE LANGUAGE AND ETIQUETTE OF FANS

The Secretary of Feudal Affairs, Grand Duchess Amelina Peirgarten hereby announces that a fan-language for the women of the nobility will be recognized as part of the Etiquette of Nobility. The practice of wielding a fan to speak rather than words has been used for decades amongst the nobility of Ithania, and from henceforth it is a language that shall be introduced to the Regalian peerage as well. The fan language acts as a "coded" language so to speak, allowing the women to use their gestures and their fans to speak their mind when they wish to get their thoughts across without having to proclaim it out loud.
Amongst the women of the peerage, the design and style of a fan is a delicate matter; it is generally acknowledged that a lady should always strive to have a beautifully designed fan, and to try and outdo the others amongst her circle, inspiring a little bit of competition amongst the ladies of the archipelago. Deep vibrant colors and gold plated metals are a way to show a lady's worth through her fan. Embroidered flowers, birds, and animals show that a lady is wealthy enough to afford a piece of that nature. The design and decoration of a lady's fan is almost as important as her gown, more decoration is always better and less shows to the peerage that one originates from a poor and low-class family.
It is therefore announced that from now on, the language of fans will be recognized as legitimate amongst the social circles of nobility. If a lady does not use a fan in public social gatherings, she is suggesting that she is either not wealthy enough to afford one, or is a lady in nothing but name. It is also advised that the ladies of the peerage should pay mind to the gestures they make while wielding a fan in order to ensure that they do not get the wrong message across.

Below is a list of gestures that a lady might make with her fan, and the message that said gestures deliver to the person or people she is speaking with.
-If a lady fans her face in a slow and gentle manner, she is suggesting that she is married/in courtship/uninterested and therefore unavailable.
-If a lady fans her face in a fast and quick manner, she is suggesting that she is very uncomfortable with the person in front of her.
-If a lady half-opens her fan over the lower half of her face, she is suggesting that she feels unsafe and suspicious in that moment.
-If a lady rests the handle of her closed fan against her lips, she is suggesting that she desires to be kissed by the person she is speaking to.
-If a lady rests her opened fan against her heart, she is suggesting that she feels enamored by the person that is in front of her.
-If a lady suddenly and harshly shuts an opened fan, she is suggesting that she has become angered and displeased with the person in front of her.
-If a lady clasps her hands together over an opened fan, she is suggesting that she feels sorry and is wishing to apologize.
-If a lady is constantly hitting any object with a closed fan, she is suggesting that she is growing very impatient in a negative sense.
-If a lady stops wielding her fan while conversing with someone, she is suggesting that she wants to become friends with them.
-If a lady is constantly slapping her open palm with her closed fan, she is suggesting that she is bored and wants to be entertained in that moment.
-If a lady covers the entirety of her face with an opened fan, this is an abrupt and crude message that she wants the person in front of her to go away immediately.
-If a lady brings an open fan to cover her lips and the tip of her nose, she is suggesting that she wishes for the current conversation to be finished.
-If a lady greets one with an open fan, she is welcoming them in a positive demeanor. Contrarily, if a woman greets one with a closed fan, she wants them to go away.
-If a lady taps a closed fan onto ones wrist or forearm, she is suggesting that she wants to immediately speak to them in a private location.
-If a lady rests a closed fan on her left cheek when asked something, her answer is no. Resting a closed fan on her right cheek means her answer is yes.

The Ithanian Duchess upon reading the missive, it just having being handed to her by a servant, let a subtle smirk cross upon her lips; fluttering her own ornate fan by her side before taking a few moments to admire its intricacies.
 
Haeddi scowled at the paper before declaring, "I don't want one!" Though it's safe to say she wore one at the next function, as her sister would likely have it.

Lazarus would just furrow his brows at the girl for a moment as he popped on his spectacles to glance over the sheet; "In your dreams! -- Anyhow, it's not 'rambling' it's ehm... Passion.", still awaiting his tea eagerly.

Elizabeth Rote-Typhonus simply picked up her cane, "Seriously, why add these complicated rules when a lady can just speak." she looked at her rather ornate cane and decided those of the court will just have to pretend it's a fan. (I know I'm late to the party but who cares, some people might haven't seen this yet anyway.)

The rather small Ka-Maraya took in hand the fan she had seen nobles enter with, watching their entertaining hand gestures as they paraded themselves around like male peacocks. Once inside her home the Ka would pull her tail to her side beginning to wrap the fans around her tail with cloth, having each outstretched to act as one large one. Satisfied with what she had created she quite proudly stepped outside and into the taloncourt district, scampering around to show off her own feathers.
