Records of proposals and responses to them from the Commoner's Assembly held on the 20th of July 309 AC are available in this report. Thanks is extended to those that attended the Fifth Commoner's Assembly, as well as additional gratitude extended to Miss Emery Houle for finishing the Assembly in the absence of the Commoner Executive.

The Sixth Commoner's Assembly will meet on the 2nd of August 309 AC in approximately two weeks. It is recommended to prepare proposals in advance. If there was a proposal that was put on hold, then the Executive thanks you for your patience and hopes that it is acknowledged at the next Assembly.


Executive Announcements

I. Slizzar are no longer allowed to apply for Meritorious Citizenship or to be lifted to Second Rank Citizenship. These individuals are encouraged to still act benevolently and continue their work as lawful, productive members of society.

II. The current Meritorious Register is being scrapped due to an immense change in personal opinion. If an individual was previously Meritorious they may reapply via the Commoner's Assembly.

a. Kaina Isobel Lykke and Lily Janssen are being considered for Meritorious Citizenship. Anyone may write with reasons for or against these individuals' inclusion if they are so inclined. These individuals must still either approach the Commoner's Assembly or the Commoner Executive personally to be fully registered.

III. Meritorious Citizenship and requests to be lifted in rank should now be made as proposals at the Commoner's Assemblies. This will allow the public input of peer review, and allow the Commoner Executive increased perspective concerning applicants. These applicants will likely still require a meeting with the Commoner Executive following the Assembly for further communication. Lifts in rank will still require Noble Assembly approval before being confirmed.

IV. Eloi de Gonzo, also known as Eloi Playero, is officially banned from making proposals at the Commoner's Assembly. He may still speak for or against the proposals of others, as well as attend assemblies to watch. He will be held to a higher level of scrutiny than others in attendance. This decision can be overturned in the future. Please refer to Proposal II for more information.



Proposal I
Made by Cazna Gahan.

The proposal was to create an amendment to the Meritorious Citizenship register in order to allow a subcategory specifically for Kathar. This subcategory would act as an index for Kathar that have proved themselves trustworthy and loyal members of Regalian society, although would not prove an additional rights or lift in status.

Following correspondence with the Alms Minister, it was determined that an index like this would be redundant. There is no reason to reward individuals extra for doing what is expected of them. All 'good Kathar' are legal Kathar, and that alone should be enough.

Status: Denied.



Proposal II

The proposal was for there to be an investigation on the Violet Order regarding abuse on Daendroque Ailor.

Due to the fact that de Gonzo has felt the continuous need to come to the Assembly regarding his multiple arrests, many times warranted for his own crime-committing, this investigation has no footing to be conducted. Until de Gonzo understands the difference between actual criticism based on fact and insulting the government he refuses to know anything about, he is banned from making proposals during Commoner's Assemblies.

Proposal III
Made by Thorom Hauksund.
Backed by Reynard Benac.

This proposal was regarding the mysterious rainfall and alleged disembodied sounds coming from it this past Saturday, the 17th of July 309 AC. It was requested that it be brought to the attention of the Occult Ministry and an investigation be conducted on the source of these sounds.

The Occult Minister was reached for comment but has not yet responded. If and when they do the proposer will be contacted and the details of the communique included in the next report. The Commoner Executive would like to add that should any individuals find their own evidence or clue on this matter to report it to the Occult Minister or Lord Chancellor. Additionally, should one feel endangered by this matter, the Alms Safe House and Greygate provide safety to those seeking it.

Proposal IV

The proposal was a request for the Assembly Garrette Ban, which was installed following the previous Commoner's Assembly, to be lifted.

The Commoner Executive stands by their decision that garettes have no room in her assembly halls and will remain banned until further notice.

Status: Denied.



Proposal V

Backed by Reynard Benac and Eloi de Gonzo.

The proposal was a request that the Burning Bridges Clinic be reopened with the secondary owner coming to run it. It was pointed out that keeping innocent medics kept behind bars due to a sole infection, as well as keeping them away from their jobs, is inhumane.

After deliberation, it was determined that this proposal has no place to infringe upon the right of the Violet Order to close down an establishment for investigation. Until the Lord Commander and Lord Chancellor deem otherwise, the Burning Bridges Clinic will remain with its doors sealed.

Proposal VI
Made by Sir Victor de Voclain.

The proposal was a request for information where one could find a job as a Darkwald. It was mentioned that the proposer would like to be allowed to hunt aberrants without becoming registered as a Mercenary due to it being against the Darkwald Code.

The Commoner Executive directed that the individual in question could venture to the Knight's Quarters and speak to the Darkwald Representative that should be there. Additionally, Guardsman Lynmar Lomsted pointed out that vigilantism is not excused by rank and to commit bounty-hunting without the explicit consent of the Mercenary Executive is, in fact, illegal.
