Fourth Commoner's Assembly
Records of the Commoner's Assembly from the 5th of July, 309 AC, the proposals, and responses are all listed below in this report. Thanks is extended to those that attended the Fourth Commoner's Assembly, as well as an additional commendation to Miss Emery Houle for working in the absence of the Commoner Executive.
The Fifth Commoner's Assembly will meet on 19th of July, 309 AC, in approximately two weeks. It is recommended to begin preparing proposals and backers at this time. If there was a proposal that was put on hold in the last Assembly, then the Executive thanks you for your patience.
Proposal I
Made by Eloi Playero.
Opposed by Duke Laeroth Minarith.
The proposal was to shut down the Regalian borders with the Allorn Empire, in order to fend off Allorn spies infiltrating into society through Daenshore.
It is recommended that the Foreign Ministry is approached on this matter. Playero is recommended to apply for a diplomatic position or speak to the Minister regarding the Allorn Empire in the future.

Proposal II
Made by Khayri El-Amin.
The proposal brought forth was to clarify legally if Regalian citizens had the right to plead their silence during a guard interrogation and questioning, and if not to add this right to law.
As a response from the Commoner Executive, it should be made aware that this right is already mentioned within the Regalian Lawbook via Regalian Petty Law 1: "Bearing false witness, or resisting arrest, or hindering a Guard investigation is illegal." To refuse to cooperate during questioning is to hinder an investigation.

Proposal III
Made by Ana Cervantez.
The proposal was that a law should be created that legally allows business owners to hire mercenaries against individuals who do not pay off debt.
After correspondence with the Mercenary Executive, it was clarified that mercenaries can be hired for nearly anything, so long as it is legal and not outside of said individuals skillset. They can already be hired to collect debts, although one must pay them to do such, so hire for collection with care.

Proposal IV
Made by Arayaa Leslyaan.
The proposal was to disallow combustables, including but not limited to Garettes and Siggs, within the halls of the Commoner's Assembly.
As a response from the Commoner Executive, the act of smoking within an assembly is regarded as distracting and rude to companies kept nearby, and as such is approved for banning during the span of an assembly. Those who wish to smoke during meeting hours are permitted only in the outside hall, and not when sitting with observers or at the podium. Once the Assembly is dismissed, this ruling will be lifted in the region of the meeting.
This requirement extends also to the Commoner Executive, the Executive Assistants, and visiting Officials or Nobility save for specific circumstances.
