As much work as it is, we are going to update. We always do. Even when those updates have been so controversial they split minecraft in half, Massive tends to stay as up to date as possible. Its not an IF its a WHEN.Hurdle?
According to the home page, there are over "30 custom plugins" that have been created for Massive. That's 30 plugins that need their code updated and need to be tested to make sure that they don't break the server. That's a lot of Tech work. Furthermore, I see little evidence to suggest that updating to 1.13/14 will increase the player count or retention by the amount that people think it will. In my opinion, Tech time is far better spent on implementations that players want to the existing server, like dungeons, events, or Empires.

True. Sharding is nearing completion from what I have heard though, Dungeons will mostly involve in game sets and MassiveMobs presumably, and Empires has to be built from scratch so building it in the newest version vs building it in an old version and having to update it instantly is better anyway.
