THE LORD CHANCELLOR OF THE REGALIAN EMPIRE
A DECLARATION OF INTENT
During the Imperial Assembly held on the Third Day of the Sixth Month of the Three Hundred Eighth Year After the Cataclysm, I was invested as Lord Chancellor of the Empire. During my first Assembly in this office, I stated that I would publish a declaration of intent to inform the Empire of my present aims. It is therefore pertinent to stress to those reading that this declaration is only one of intent, and not of direct action. What follows shall not pass into law immediately, and aims to provide a background for future actions taken by this administration.
- On the Subject of Taxes and Tariffs, the Chancellery sees the necessity of the Regalian State to recover quickly from the hardships faced from the most recent crisis against our fair Capital and the Archipelago states. We also see the current balance of the State bank and the interest owed on our debts to be contrary to the growth of the Empire. As such, the return to a healthy financial standing remains the foremost priority of this administration. It is therefore necessary for the central government to implement a period of austerity measures to ensure resources are allocated to the recovery period, rather than the luxuries we may do without. Our bureaucratic offices will be strict and functional, focusing on the essential services of the state's wellbeing, while not dispensing with lavish, wasteful spending and displays of grandeur. Until the time comes when the State balance is healthy and our debts to lenders fulfilled, we will adhere to a military-style of administration.
- On the Subject of Trade and Infrastructure, we wish to see a return of mercantile activity within the Imperial Capital and a rebuilding of the city to facilitate the needs of businesses which have been displaced during the previous crisis. We further wish to maintain the course of progress of our various merchant guilds and trade houses throughout the Empire, and allow for the standards set out by them to continue.
- On the Subject of Religion, we will maintain the course of previous administrations. The Unionist Bodies protected by Clastic Law shall always retain the full rights to proclaim freely the providence set out by the Imperial Spirit through our Holy Emperors. We shall continue to recognize and respect the Kleine Rechnung of Supreme Reverend Wolfram Ultor in regards to the misguided faiths, provided they continue to recognize the absolute authority of His Imperial Holiness and do not act to offend the Unionist faithful in their daily conduct. However, this administration will not hesitate to enact swift actions against the heresies that aim to work against the Unionist Way or impede the Empire's Divine Providence.
- On the Subject of Rights of the Lesser Races, we shall maintain the protections of the various Civil Status provided that they continue to serve the Empire and State in every aspect of their lives. We recognize that they have a holy duty to redeem themselves from their previous lives, however we also remain firm in the social hierarchy of our just society, and our tenure will aim to stamp out any Jacobin or similar sentiments that aim to subvert the status quo of this established stratum. We offer the privilege to live within our society under our protection, but shall not hesitate to revoke such if our generous tolerance is met with dissent.
- On the Subject of Noble Right, this administration recognizes and professes the Absolute Divine Right of the peerage by virtue of their status granted by His Imperial Holiness to rule his Empire. The Privileges of Noble Right shall be recognized in all aspects of society, and actions taken to subvert this Divine Right shall be met as if one was to subvert the direct will of the Emperor.
- On the Subject of Education and Research, this administration believes that innovation is a necessity to continue the Empire's march towards progress. This administration therefore shall encourage the promotion of scholarly activities, provided that their research remains in line with the fundamentals tenants of the Imperial agenda.
- On the Subject of the Occult, our office recognizes the non-debatable statements of the Imperial Decree on the Magi to permit the greatest of us to subjugate the least of us to the dominion of the Empire. However, this administration also maintains the stance that we must never wholly accept or promote the usage of these Occult Persona to the neglect of our own abilities and innovations which have driven this Empire since our humble beginnings. As it was written, we do not accept Magic as a part of us, but as the berated slave that is submitted to the will of its all-powerful master. We therefore shall encourage the development of new righteous methods to combat the supernatural, while respecting the Imperial Laws in what they have stated.
- On the Subject of Colonial Affairs, our administration aims to further the colonial efforts across the wider scope of Aloria, so that the Empire's majesty may come to all in time. We look to reconquering the Old Continent of Ceardia which was abandoned following the Destruction, and to further efforts in Essalonia and Fendarfelle, along with other new lands which may be discovered through our exploration efforts.
- On the Subject of Foreign Policy, we aim to maintain the current peaceful co-existence with the Songaskian Masaya, while continuing our firm stance against the Kathar Dread State and any which act contrary to our Empire. We furthermore aim to enter full negotiations with the Inheritor States of the Altalar, to settle the discussions previous administrations were unable to finalize or carry out.
- On the Subject of Public Thought, this administration aims to prevent the creation of radical and negative views against the State. Such conduct only aims to undermine the society which stands above all others in Aloria. To that end, we shall maintain the integrity of our points on the Lesser Races and Nobility, while enforcing full censorship of any criticism against the Imperial Family and the Crown's rule.
- On the Subject of Defense and the Military, we wish to maintain the Empire's ability to defend its suzerain and client states against all hostile forces. As a lifelong member of the Regalian Military, I shall continue to coordinate with the Imperial Marshal Cabinet and the Military hierarchy in general, to provide the necessary means to wage war against our enemies and ensure the defenses of our borders.
- On the Subject of Advisory, I acknowledge that the Chancellor cannot be all-knowing and all-present. I have therefore created a Small Council of Six Advisors of various fields and competencies to provide their counsel in the management of the State. This so-called Kanzlerrat shall remain a separate body from the rest of the government, but may in turn serve as additional communication lines to the Chancellery. As per our austerity measures, this council shall maintain only the bare essentials in carrying out our duties, in order for resources to be delegated to other areas of the bureaucracy.
- On the Subject of Central Government, we intend to reform the current offices of the State and City into a Reichsrat for more effective communication and coordination. While the various Secretaries and Offices shall retain their primary duties and responsibilities, they shall collectively act as an additional advisory council to the Lord Chancellor, focusing on their specific fields of duty, and the needs associated with such.
