A few simple solutions to a couple small problems.
1. Make it necessary to have actual points invested in Qadir shardbow in order to use it.
2. Compensate proficiency points spent by increasing the potency or usability of the weapon. A couple of ideas are increasing the damage per shot, increasing the amount of shots able to be fired without growing exhausted, and/or increasing the the antimagical properties of the weapon.
Alternatively you could directly incorporate the Shardbow into construct magic and give "Engram Six: Stopping Power" more versatility and forms.
