Regardless of what corner of the Empire it is that you reside, it would be a tough task to overlook the political strife that the State government has been charged with resolving; the Drixagh and Anahera rebellions, the convoluted mess of wars in the South Dukelands, the Altalar Principalities who wish to join the Empire, and many more precarious situations which I shan't burden you all with.
With all of this considered, it is only reasonable to assume that any patriotic citizen of the Empire would wish to see an end to the plight of constant warring with one's own suzerain states, so that we could instead focus on bringing about much desired and much deserved prosperity, which is sure to not only benefit the nobility and aristocracy but also the common man or woman, and their families. It would, however, appear that this ideal sentiment is not one that is shared by everyone. There are those who have decided that instead of attempting to help resolve issues similar to these aforementioned problems, that they would much prefer to exploit the disorder and unruliness for their own selfish desire. Who, you might ask? To that, I respond; Olivia Ombre, who when she was refused her demands of incarceration and execution of political rivals decided to issue thinly veiled threats and insinuations toward the Lord Chancellor, with the phrasing of her words, making it abundantly clear that she held the intention to persuade the Southern City-States and the Rivellia Federation into declaring open rebellion against the civil government if she did not get her way.
As such, his Eminence the Lord Chancellor Delmotte does decree:
