FROM THE DESK OF HIS HIGH EMINENCE
THE LORD CHANCELLOR OF THE REGALIAN EMPIRE
A PROCLAMATION

It is unfortunate that a week cannot seem to pass without some form of public proclamation coming across my desk which aims to promote some misguided and seditious actions under the poor guise of a formal critique. It is even more unfortunate that at least one author of these statements is himself a direct servant of the state for crimes confessed to. Given the recent fate of Isidoro Playero after his own lengthy career of criminal activities, one would have assumed that his kinsmen would seek to prove themselves better than him. Alas, such does not appear to be the case, and for the good of public decency, my hand has been forced to write this proclamation.

In regards to Mr. Xabi Playero, a legal servant of the State:

  • On the subject of Arcane Law: the more astute of legal scholars would note that the current laws bans the public casting of magic, which still permits those to cast away from the public view. Furthermore, I recall three State sanctioned Charters to permit the use of Occult Persona within their ranks, not to mention the Court Mages of many in the nobility. In these cases, certain opportunities have been presented for the mages of this capital to willingly submit to the authority of the State, allowing for their controlled casting under the watchful gaze of the State. These are just some of the opportunities that are available to those who willingly seek out ways to work within the laws, and there have been a select few who have accepted this reality and have contacted the Chancellery in regards for finding a means to use their abilities. Overall, the rhetoric that the use of magic is monopolized solely by the nobility is simply false, and it would do well to recognize some of these charters are ran by Occult Persona independent of the peerage.

    Make no mistake, I do not intend to wholly embrace the magic around us nor view it as essential to the well being to the Empire. I look to the wisdom of His Imperial Holiness through his public decrees regarding the occult, just as many others have done in regards to passing legislation across the Archieplago.
  • On the subject of Noble Privilege: Your rhetoric against the established rule of the nobility is noted, and concerning to put it eloquently. Especially when only two members of nobility have even critiqued this paper, and both of them not even mentioning the word Jacobin in their oral or written responses. In fact, most of the comments directed to said paper are from the very commoner citizens you are supposedly championing for. For one who seems to desire some form of change, it puts you at a disadvantage to speak out against the only individuals who have the legal prerogative to execute such changes.
    I also note the multiple insulting comments directed towards his Lordship the Protector of Irole, as well as your apparent disregard for his feudal title as bestowed by His Imperial Holiness. As I've made abundantly clear upon my taking of this office, I would uphold the divine right of the nobility to rule as representatives for the Empire. As such, any and all statements taken against the peerage will be met with consequences, to which I direct you to the lower half of this proclamation
In short Mr. Playero, your paper reads much as all the former rebel rousers in times past, lacking in factual credibility and instead laced with anecdotal, opinionated rhetoric which further harms whatever alleged cause you aimed to propagate. This is not the beginning, this is the end.

Furthermore I wished to address some of the statements of this Scion, who for whatever reason has chosen to mask his true identity, no doubt to evade the justice of the land based on the contents of this message. Despite the notion of denying Jacobin tendencies, the very last sentence of their post speaks leagues to what their true intentions are. Throughout the same paper, continued statements against the nobility are written, ignoring the fact that the very institution of feudal rule has brought about our modern era. It is through the Spirit derived authority of the nobility that the Regalian Empire has, and continues to, excel where no other nation has before. To say otherwise is simply seditious and ignorant to the facts.

I will also remark the regulation of Puretek in the Crown Isle. I recall in my statement as the Belliard Representative that the very creators of these weapons had demanded that they never become just another ordinary tool to use. To carry a Puretek is to subscribe to the Purist ideology, something not all have been able to do. I should also note that I continue to accept written letters for Puretek Permits, and yet up until recently I have gone several weeks, if not a month, without a single request. Those who wish to seek approval need only demonstrate their convictions to the Belliard's ideology, rather than simply deflect their own lack of motivation via anonymous libel. The Puretek regulations will continue to be upheld, to prevent individuals such as this Scion from tarnishing the reputation of those they were made for.

After taking the time to address some of the points of these papers, it is now good, right, and proper to follow through with the State's formal response on these matters. Throughout both papers, comments in violation of State Law have been written. To incite anti-state and anti-noble sentiments, is simply disgraceful and worthy of the law's justice to be brought forth upon those who slander and spread such words to the population.

As such, the following individuals are hereby wanted for arrest:

  • Xabi Playero, in violation of the following Laws:
    • Ten counts of Regalian Insult Law 4
    • Four counts of Regalian Political Law 6
    • Regalian Political Law 5
    • Further note should be made in regards to the slights against Regalian Noble Priviledge, with all crimes accused of warranting heavier sentencing.
  • The individual known as the Scion, in violation of the following Laws:
    • Regalian Common Law 13
    • Five counts of Regalian Insult Law 4
    • Two counts of Regalian Political Law 6
    • Two counts of Regalian Political Law 5
    • Treason Offense 5
    • Further note should be made in regards to the slights against Regalian Noble Priviledge, with all crimes accused of warranting heavier sentencing.
Furthermore, the following additional actions are to be taken in regards to these warrants:
  • Both parties are given a 5,000 Regal bounty placed on each of them, to be paid by the Regalian State upon capture by any mercenary with a copy of this State warrant.
  • Regalian Knight Law 3 has been granted to the Viridian Order in carrying out these arrests in enforcement of Regalian Law.
The above individuals once captured are to be brought to Greygate Prison, where they shall face prosecution to the fullest extent of the Law by the Regalian Guard Charters.

May this serve as a reminder that those who incite unrest within our society shall not evade the land's justice. Actions have consequences, and such is the fate of traitors.

On an unrelated note, and it is unfortunate that such an announcement must follow what has been written above, but I as Lord Chancellor have chosen to dismiss his Lordship the Baron Vlissinghelm from his office of Arcane Reichsrat Minister. I thank his Lordship for his work in formulated the base functions of the Ministry, and wish him the best in his future political endeavors.

To fill the vacancy left by his Lordship, I hereby appoint his Eminence, the Prince-Elector of Calemberg to the position of Arcane Reichsrat Minister. I shall speak with his Eminence in the following days in regards to proposed reforms on the Ministry, which shall be conveyed in a future decree.

The rulings of this decree take the full effect of State Law.
