On the matter of the Civics Ministry:
As per the requests of the Civics Minister, the Lord Chancellor has come to the decision that the needs of the Civics Ministry no longer include the Brute Squad. Between the Chancellor's Contingent and the Violet Order, the needs of the Civics Ministry are adequately met, and the Brute Squad will be retired. The Lord Chancellor and Civics Minister mutually thank those who served in the Squad for their time and efforts.
On the matter of Torse & Arlora:
The Lord Chancellor sets the policy that the current economic and military needs of the Kingdoms of Torse and Arlora will be met by the Government, as the finances are capable of supporting their reclamation.
On the matter of State Monopolies:
Following discussion with the Crown, all Monopolies have been transferred to State Monopolies, and Imperial House Kade has ceded their Monopoly on the production of Grain. Following the in footsteps of the Imperial House, and considering Monopolies to be un-competitive and stifling of economic growth, all the following Monopolies are henceforth ended:
Anahera Opiates
Howlester Metal-Cast Siege Weapons & Gunpowder
Belliard Guild Muskete Weaponry
Belliard Guild Puretek
On the matter of Opium:
Following the removal of the Anahera Monopoly, the State acknowledges the undesirable position of Opium in the Empire, and proceeds with the following procedures, for the planned betterment of the Health of the Peoples of the Empire and their wellbeing.
An Empire-Wide ban on Opium is enacted, effective immediately.
The State will purchase, at a loss, Opium to encourage reduction.
Opium & Opiates may still be sold to non-Regalian Federal entities.
The Civics Ministry will begin, post-haste, abstinence and rehabilitation efforts for Opium.
On the matter of a New Ministry:
The State acknowledges that while there is, in effect, legal equality enforced by policy that presents discrimination, it finds a failing in the literal enforcement of the idea of 'equality.' That, while individuals, for example, may not be explicitly barred from a position, those appointing may still hold inherent biases and prejudices. It is with this in mind that the State acknowledges such change cannot come instantly, nor without consideration for Cultural, upbringing, and local needs. To fulfill this purpose, the Ministry of Equality is being implemented, with the following specifications:

Ministry Rights:
To Create smaller Councils of Gender & Racial Equality to focus on specific issues in Government Institutions.
For these Councils to set guidelines and policy for the reduction of inequality in Governing Institutions.
To set guidelines for Governing Institutions on hiring policy.
The right to petition the Finance Minister for funds to implement solutions.
THE RULINGS OF THIS DECREE TAKE THE FULL EFFECT OF STATE LAW.

- Half of this decree is prog only. I have no idea how the Puretek Monopoly removal will affect the Belliard Rep position (sorry Firefan), but I figure it's an acceptable loss since the position was very rarely needed in practicality.
