Was or is a group of mage catchera or somethin. They taugth or forced rouge mages who have not been collared to accept regalian laws.
Without them I feel there are a lot more mages on the loose not collared and if they arent controlled what will happen.

You don't usually see them, they are NPC' s that do their job. Likewise, you won't ever get into the Azure Spire in-game. It is just assumed that it is happening.

No I mean like....There is no azure spider ig.It's an ic thing.But I might be wrong and there might be like,a building or something.

there's a really big tower that's blue. I always assumed that was the Azure spire.

that would be the Spire, but there is no IC way to get in or an IG way to interact with them.

Normally you would get arrested by the local city guard, and they would transfer you to the Spire. Although they don't physically move you, you just accept that you were sent for re-education and RP out the consequences.
