Jarl Godrun would put a notice about the dwarvish district for all dwarves to read anyone who does not frequent the dwarvish district would likely not see it.

Truly I am flattered that you are so enamored by me that you have to call a whole race of people just to oppose me, certainly it must be because I pose a genuine threat to your business. Though, I will make it clear I want nothing to do with you, and I thought that the dwarves would do commerce in a Civil Manner, in which Im sure they would but not without your predatory glare over them. I will ask you one final time, leave me alone, you are not even remotely worthy of my attention nor time, in fact, you are lucky you get this letter. There is a reason I actively avoid you, you're a deranged stalker with a weird obsession. Let bygones be bygones and leave me the fuck alone.
