An Address of Public Concerns and the Current State of Affairs

"Beyond the direct threats presented by the grotesque presence of these most vile behemoths known as Clickers, and beyond the administrative ramifications already legislated into our daily lives as a result of the manifestation of radical Jacobinism, there is perhaps one true, underlying factor which universally troubles us all even today; uncertainty. Uncertainty regarding the City's current and past efforts, uncertainty on political transgressions, uncertainty on what is to come, and more. It's only natural that by now, such a contagious form of precariousness has permeated aggressively among our population, indubitably as a result of the seemingly fickle efforts of our beloved guard charters at maintaining cohesion, proper communications, and concerted peace-keeping. As a result, there is a lingering uncertainty about whether we have left the fate of our city and our lives in the proper hands, not because of incompetence or malpractice on the city's behalf, but because we have, evidently, failed to convey the proper message and public image that the people of Regalia deserve, especially now in this time of crisis. In light of this multi-pronged tribulation at the hands of both our physical enemies and the virulent pest that is uncertainty, gradually tearing us apart from the seams, I urge you all to rally together under the knowledge that your beloved city, could in fact not be in better hands. To address your concerns and much more, the following serves as a general statement regarding what you need to know, what is true and what isn't, and a concise update on our current state of affairs."
  • · "Our guard charters would rather play dress-up and police themselves than take to the streets and defend our laws; defend us!"

o FICTION. Lamentably, this is perhaps the largest misconception currently circulating the streets. This is mostly due to a string of minor political clashes and butting of heads between law enforcement organizations as of recent, but please rest assured that your local guardsmen/women are doing everything in their power to keep you safe and protected. Despite our recent differences, the guard charters of Regalia all share one common goal and will stop at nothing to uphold their oaths. Together, our guards are fighting valiantly to maintain security, and nothing will fuel them more than knowing they have your support. It is true that you will sometimes see disagreements between the charters, but that does not mean they are actively trying to sacrifice time and resources that they could instead be using to protect the city.

  • · "Lord Chancellor Delmotte is a Jacobin sympathizer!"

o FICTION. Above all else, I would urge the citizenry of Regalia to place their trust wholeheartedly in the Chancellorship of this city. The designation of Rose Court as a neutral zone was not decided with the intention of allowing the criminal vagrants and rebels of this city to meander about unmonitored. As was proclaimed in one of his most recent declarations, Lord Chancellor Delmotte declared it a neutral zone because the presence of guards was repeatedly inciting violence and mutiny. In denying these people any sort of direct confrontation, we have successfully corralled a criminal majority into Rose Court, which in the long term allows us to better monitor heretical and rebellious transgressions, and focus our efforts on more pressing concerns. Daily bloodletting between guards and the brigands of Rose Court is simply something we cannot afford at the moment when there are Clickers and increased vampire numbers terrorizing our streets.

  • · "Don't you think our guards are too brutal?!"

o FICTION. It is true that we bear down upon the filth of heresy and Jacobinism with the gruesome weight of justice using… terrifying means, but to call the Inquisition, or any of the other guard charters a group of terrorists is simply not true. The guards of this city work honorably day and night to keep the streets clean, and serve dutifully under legal, rigorous standards which are overseen and regulated by the Guard Charter Adjudicator, Rodrigo Peirgarten.

  • · "I'm safe, this'll all pass soon if we just trust our guard charters."

o FICTION. Truthfully and ironically, despite the humble intentions of this address, there is not enough manpower in this city to protect every single life. Trust your local guards, yes, but most importantly, trust nobody other than yourself. Don't follow strangers, we have reports of increased Jacobin activity on the streets—radicals are unpredictable. Stay away from the sewers, as we have reports of increased criminal traffic as well. Do not travel alone, as increased numbers of vampires are currently taking roost in less patrolled areas of the city. Watch your back at all times, and remember to always lock your door at night.

  • · "The spirit will see us all through this!"
o FACT. Above all else, our faith in the Spirit is the universal factor which has seen us through conflict after conflict, time and time again. Let the light of the Spirit shed down upon the darkest corners of your uncertainty, and know that with your cooperation, we will once more stand victorious over our enemies in due time.

"Loyal citizens, I know it may seem like we are all currently floating blindly into the maws of apocalypse. Why do our charters spend so much time bickering amongst one another? Why isn't anything being done about the Clickers? Why this, and that, and that, and this? The time has come to put an end to all of this uncertainty. We can't ask of you to act with proper reasoning and common sense if we don't keep you informed, so here's what you need to know.

As per the Lord Chancellor's last edict, remember that there are still around fifty or so Clickers in the Crown Isle. Now that these creatures are detectable, efforts to cull their numbers down to 0 are underway. This does not mean, however, that you are safe. Please take comfort in knowing that your guard charters still continue to lay down their lives, never standing down even when our enemies show weakness.

The Holy Divine Inquisition is working diligently to patrol the streets, enforcing the will of the Spirit harshly as a direct countermeasure to increased reports of vampires and rebel activity. Just recently the Inquisition has seen success on multiple fronts, unveiling the presence of Jacobin cells in key townships and cracking down brutally on the Sanguine plague. Yesterday the Inquisition oversaw the execution of a known vampire, Howard Terric, who was found guilty on multiple accounts of heresy. Currently the Inquisition will be having internal talks regarding seeking out a more cooperative relationship with the rest of the charters, and will endeavor to work jointly with other institutions in the city. To give further kindling to cooperative bonding, the Inquisition will also be hosting a friendly charter tournament in the near future. We are also working under the wise guidance of Lord Chancellor Delmotte and his High Holiness Julius Peirgarten.

While I cannot speak on the behalf of the other charters, as much as I would like to, I would like to reassure you all that they are in fact working just as hard as the Inquisition to put an end to our concerns. Streets are being patrolled with greater numbers and determination, sewer entrances are being more closely monitored, we are establishing more proper lines of communication between the charters, and we are currently undergoing efforts to further centralize charter authority so as to reduce the amount of inter-charter conflict we have currently experienced recently.

As I cannot encompass the whole reality of what is going on in a single paper, I welcome any and all to address their questions in the response area below. Not just to myself, however. If you have any qualms or concerns regarding any of the other charters, I am certain they would be more than happy to give you a proper answer, simply forward them a letter as well if you would want. Moreover, I encourage all of you to demand more information and more clarity from all of your local law enforcement forces, for the sake of all of us. On that same regard, it is my shared hope between all of the charters that we will all endeavor to keep the city informed and organized from here-on out."
