Basically taking the current PvP Tag and adding pacifist to it. When a player has their PvP Tag active they are Pacifist False and lost all items, even armor, upon death. HOWEVER, when their Tag is set to Peaceful they do not lost any items upon death. The catch is that if you attack someone your tag is set to PvP and it takes 2 hours before you can set the tag back to Peaceful.
I think that something of this nature would allow for non-combat players to enjoy the game fully without getting in the way of the PvPers allowance to fight. It shouldn't interfere with PvP in any real manner, and won't allow people to attack PvPers without losing their stuff (since it takes 2 hours to return to Peaceful).
