Honored Brothers and dear sons,
Health and Imperial Benediction.

The rites of sacrament represent a cornerstone of our faith wherein we are closest to the Spirit. Under the eyes of the Spirit and on Holy Ground many are blessed by sacrament. Aside of always having been a great source of joy for man, it too represents duty, difficulty and hardship overcome to prove ourselves to our great Empire and the Holy Spirit.

The fulfillment of these have always posed problems by verification in past times having been recorded by government offices and local records. Recent course in our society and the concomitant changes have provoked new questions. The Church cannot ignore these questions, for they concern matters intimately connected with the life and happiness of human beings.


I.
PROBLEM AND COMPETENCY
OF ADMINISTRATION​


The largest change that the Sanchella has observed is the greater influx of non-humans taking service within our military as well as serfdom no longer being enforced in greater parts of this Empire. In past times records of sacraments were stored in decentralized factions in local administrations and churches. By these factors many who have not undergone the sacraments feign so for the advantages they offer in society which affronts the fabric of our faith. To rectify this the Synod has decreed it requirement for all sacraments to be recorded and stored in Basta, whereupon any secular authorities may request the Sanchella for copies of the questioned records.

II.
SECTARIAN SACRAMENTS
AND AFFIRMATION​


Throughout our shared history, sects such as the Priscelle Unionist denomination have held their own sacraments and standards. Long have they have been viewed with differing levels of legitimacy depending on individual interpretation. This too has built upon the issue of recordkeeping of sacraments proving problematic for the secular government. The Synod has henceforth decreed that all Sectarian sacraments are valid if the denomination falls under Clastic law on the condition that records are given to the Sanchella and recognized Whereupon it is received, the Sanchella will affirm the validity of the sacrament when brought in question.
