Me and other buyers and sellers of homes in Regalia have been coming across the problem that we cannot directly give ownership of a plot to someone else. We have to completely unrent it, then have them rent it. It would be nice to just be able to enter a command such as /as give (name) or something. The person I was selling to said an admin said /as setowner (name) would work, but it doesn't.

AreaShop is a plugin that is not developed by Massive, so the staff are limited simply as customers who use the plugin, unlike Factions etc where actual changes to the code can be done.

There is such a command. Of course we as players cant see it, but i know it exists. I once purchased a property from a staff and they did the transfer command (whatever it is exactly) to give it to me.

I'm sure @MonMarty or whoever decides that stuff has reasons to why players do not have access to that command. But regardless, I've tagged him here so he can reply if he wants.

One reason I see for the current setup is that it leads to a money sink, even if it's minor. Whenever someone unrents a region, they lose whatever remaining regals they put into it. It gets rid of the money for good.
While it would be nice to just change ownership, I feel that it's better to unrent and then rerent, for the sake of keeping a money sink.

What Zacatero said is essentially correct, The setowner command doesn't check for money or limitations, it's an admin command used to force ownership of a region, as such it cannot be given to players.

Suggestions related to this plugin should be aimed at the plugin Dev on Bukkitdev. We have no real power over the functions of the plugin since it's not an in-house plugin.

@MonMarty could the setowner perhaps be available to players via a staff ticket? The staff would simply check the "to" player to make sure they dont have too many properties

That's a lot of effort for something that can be achieved by simply having the players be online at the same time. It's not an unreasonable request.

I think what those who want this are trying to avoid is losing already paid extended rent. Not necessarily wanting simply an easier way to switch owners.

if that's the case, I believe it's possible to set areashop so that x% of the remaining rent is refunded. But then, there's the issue of removing a money sink.

If there's an issue with people running in to snipe a house, you can just block off the entryways before changing owners. Most regions never get any traffic by them, so the chances of someone stealing a region are slim to none.
