Within the first week of the appointment of the three Secretaries for the Magi, our first order of business has been to revisit the previous laws laid out by the former Secretary for the Magi. Throughout the week, we have re-reviewed not only the White Mage applications, but also the Ritualism, Racial Abilities, and Sorcery legalities.

In regards to Human-classified races:

Ailor:
The abilities gained from what is commonly known as Will of Faith remain legal, with the exception of Void Worship, which remains strictly illegal.
Sihai:
The use of what is commonly known as Lunar Forms remains legal.
Dwarves:
Dwarven 'Souls' remains legal.
Qadir:
The use of White Cores is legal.
The use of 'Soul Shot' is legal only in instances of self defense.
Any Clockwork meant to affect someone else without consent, is illegal. Since there has been a sudden increase of activity of this craft, we shall closely observe the developments and any related potential incidents regarding Clockwork Engineering.
Songaskian:
The use of 'Elder Shift' remains legal.
The use of 'Ancient Shift' remains illegal, save in instances of life-threatening situations.
In regards to 'World Flow', it is split. The 'Fair' abilities remain legal, but 'High' remains illegal, save in instances of life-threatening situations.

In regards to Magus-classified races:

Altalar:
The use of all racial abilities remain legal.
Avanthar:
The use of Casts, with the exception of Brown Cast, remain legal under the stipulation that Casts are obtained with consent.
Cielothar:
The Secretaries for the Magi are unaware of any racial abilities shared by the Cielothar people and, as such, request a legal Cielothar representative to reach out to one of the three Secretaries for the Magi.Until then, any abilities are deemed illegal.
Isldar:
The use of Imperial Dragon Zeal abilities remains legal.
The use of Dragon Dogma Zeal abilities remains legal.
The use of Dread Dragon Zeal and Frisit Zeal remain illegal.
Kathar:
The use of Threlwar Summons remains illegal.
Manathar:
The use of Apostle Vanguard and Arbiter form are now legal, only in circumstances of self-defense or under Violet Order supervision.
The use of Lector Spectral Arms are now legal only in circumstances of self-defense or under Violet Order supervision.
Sihndar:
The use of all three Lordlings, War, Magic, and Spiders remains illegal.
The use of the Archon of Everbeast, Stalwarding, and Agebranding remain illegal.
The use of Archon Everburning, Harbringers, and Dimenthism remain legal.
Yanar:
The use of Ovalation and Solur Companions remain legal.

In regards to Maia-classified races:

Maraya:
The use of Race Weave is legal only in instances of self defense.

In regards to Gorr-classified races:

Orc:
The use of Tamaanh/Ammu-Malanth-Kaar is legal only in service to the State.
Slizzar:
The use of Shapeshifting remains legal so long as consistency in physical features is maintained.
The use of Sensation Surge remains legal so long as consent is gained first.
The use of Bonding and Colluding remain legal.
Varran:
The use of Living Metal is semi-legal, with the exception of Armor and Lock, which may be used only in service to the State or Violet Order.

In regards to aberrancies, the Secretaries for the Magi have come to the following conclusions:

Sanguinism:
Any and all forms, and their subsequent abilities, remain strictly illegal.
Werebeastism:
Any and all forms, and their subsequent abilities, remain strictly illegal.
Phantasma:
The use of any and all abilities remain illegal unless in instances of self-defense or under Violet Order supervision.
Silvenism:
The use of aesthetic muters remains legal.
The use of Power Muters remains semi-legal with special dispensation.
Undeadism:
Any and all forms, along with their subsequent abilities, remain illegal, with exception for Mortis Dael. However, the Altalar family the Mortis Dael serves as guardian must register the Undead as property with the Violet Order and the Secretaries for the Magi. The family will also be held responsible for any damages, personal injury, or illegal activities and, depending on the severity of the offense, will be expected to hand the Undead over for disposal.
Demonic Possessions:
Any and all forms, and their subsequent abilities, remain strictly illegal.
Mages & Sorcerers:
Please refer to the legalities noted further in this proclamation.

In regards to the various Ritualisms, the Secretaries for the Magi have come to the following conclusions:

Unionist Rettism and Sanktism:
The abilities gained from the devout studying of Rettism and Sanktism remain wholly legal.

Void Ritualism:
The abilities gained from Void Ritualism are wholly illegal.

Lightgiver Ritualism:
The use of the first three abilities, in addition to the fifth ability, gained from the use of Lightgiver Ritualism are legal.
The fourth, sixth, and seventh abilities gained from the use of Lightgiver Ritualism are illegal.
The use of the eighth ability gained from the use of Lightgiver Ritualism is legal only in cases of self-defense.

Soul-Dragon Ritualism:
The use of the first two abilities, in addition to the sixth and seventh abilities, gained from the use of Soul-Dragon Ritualism are legal.
The use of the third and fifth abilities gained from the use of Soul-Dragon Ritualism are illegal.
The use of the fourth and eighth abilities gained from the use of Soul-Dragon Ritualism are legal only under Violet Order supervision.

Pagan Ritualism:
The use of the first three abilities gained from the use of Pagan Ritualism are legal.
The use of the fourth, fifth, and eighth abilities gained from the use of Pagan Ritualism are wholly illegal.
The use of the sixth and seventh abilities gained from the use of Pagan Ritualism are semi-legal. If an Ailor practicing Pagan Ritualism, these abilities are wholly illegal. If an Orc practicing Pagan Ritualism, these abilities are legal.

It is with the knowledge that this Ritualism is only accessible in the middle of an arena that the Secretaries for the Magi have deemed it legal under the supervision of a Calhad Custodian.

The Secretaries for the Magi would like to remind the citizens of Regalia, both mundane and aberrant, that all of the abilities deemed legal are subject to change at any point in time. Misuse of any abilities or spells outlined above can, and will, result in punishment equivalent to the crime. We urge any and all citizens to cooperate at all points with the Violet Order and to absolutely never use these abilities against those that keep this city safe.

I'd love to see them explain their reasoning to a new person entering the city on why Silven can have their aesthetic mutations but I can't." The Yanar mumbled away at one of her Yanil like an old woman with her one of many pets, the plant animal the only one hearing her complaints.

The Yanar had no ideas of why the Delmotte gave her such a look. He couldn't see her tattoos nor could know any of her opinions of recent matters. Perhaps it was actually annoyance at her being taller than him yet she was a non-human? She went about her day as a city guard without looking back on the random moment.
