A Proclamation
11th of August, 307AC

Magical Abilities & Relevant Legalities​

1. On the subject of Racial Abilities, the following racially-defined abilities have been declared as legal to use:
   1. Ailor 'Will of the Faith' is legal, with the stipulation that Void Worship-centric abilities offered are illegal.
   2. Sihai 'Lunar forms' are legal.
   3. Dwarven 'Souls' are legal.
   4. Songaskian 'Ancient Shift' and 'Element Shift' are legal, with the stipulation that the Ancient Shift is illegal to be used in public except for religious reasons, and the so-called 'High' use 'Element Shift' abilities are illegal to be used except in life-threatening situations, in line with Songaskian traditional stances.
   5. Altalar 'Talea Rings' are legal, with the stipulation that the Ammu-Loa patron ring is legal to possess, but illegal to use in turning oneself into a Mortis Daël Undead. Further, the Asc'tea patron ring is legal to possess and use in private, consensual settings, but will be investigated and heavily punished if used to destabilise or otherwise negatively affect the State and Peerage.
   6. Avanthar 'Casts' are legal, with the stipulation that the so-called 'Grey' and 'Gold' casts are illegal to be used except in tournament events or in self-defense during life-threatening circumstances.
   7. Cielothar 'Ritualism' is legal, with the stipulation that the summoning of Arken through this ability is illegal.
   8. Isldar 'Imperial Dragon Zeal' and 'Dragon Dogma Zeal' are legal.
   9. Yanar 'Ovalation' and 'Solur Companions' are legal.
   10. Slizzar 'shapeshifting' and 'Sensation Surge' are legal, but only in the context of beneficial, consensual activity. Should a Slizzar be found to abuse their Shapeshifting or Sensation Surge for the means of destabilising the State or meddling negatively with the Peerage, it will be investigated and subsequently punished.
2. On the subject of Racial Abilities, the following racially-defined abilities have been declared as partially legal to use:
   1. Sihndar 'Archons' and 'Lordlings'; using the 'Lordling of the Spiders' and the 'Archon of Stalwarding' is illegal; using the 'Archon of Everbeast' in any act not in self-defense during a life-threatening situation is illegal; all other 'Archons' and 'Lordlings' are declared legal.
      1. Sihndar in service of the State with thus-deemed illegal Archons and Lordlings must apply for assessment with the Secretary of the Magi to potentially receive a means of utilising their Archons and Lordlings in a progressive manner. Further details on how to do so will be released hereafter.
   2. Maraya 'Race Weave'; using the 'Race Weave' in any act not in self-defense is illegal. Additionally, Maraya in service of the Violet Order's Guard Charters may use their Race Weave to best subjugate criminals whilst on duty.
   3. Varran 'Living Metal'; using 'Living Metal' forms of Armour State and Lock State is legal with a stipulation, only to be used in service of the Violet Order Guard Charters. All other forms of Living Metal State are legal.
3. On the subject of Racial Abilities, the following racially-defined abilities have been declared as illegal to use:
   1. Isldar 'Frisit Zeal' and 'Dread Zeal' are illegal.
   2. Kathar 'Ritualism' is illegal.
   3. Any so-called 'Manathar' racial-ability is declared illegal bar usage by the Manathar of the Gilded Templars in their efforts to subjugate crime and carry out duties designated upon them by the Lord Commander.
      1. Manathar 'Ritualism' is legal with the stipulation that the Gilded Templar Charter presents a display of what their Ritualism allows for to the Secretary of the Magi. Should the stipulation not be met, Manathar Ritualism will be declared illegal due to supposed similarities with Kathar Ritualism.
4. On the subject of Parlor Magic, the following Magician spells have been declared as legal to use:
   1. Cleansing Spell is legal.
   2. Guiding Light Spell is legal.
   3. Whistling Pencil Spell is legal.
   4. Mending Spell is legal.
   5. Lustre Spell is legal.
   6. Callia's Grace Spell is legal.
   7. Saying Dust Spell is legal.
   8. Rest-speak Spell is legal.
   9. Battle Grace Spell is legal.
5. On the subject of Parlor Magic, the following Magician spells have been declared as partially legal to use:
   1. Kindling Spell is legal to use domestically or in acts of self-defense, but illegal to use in public.
   2. Tethering Spell is illegal, except for acts of self-defense.
   3. Obstructing Spell is illegal, except for acts of self-defense.
   4. Element Shot Spell is illegal, except for acts of self-defense.
6. On the Subject of Parlor Magic, the following Magician spells have been declared as illegal to use:
   1. Element Branding Spell is illegal.
7. On the subject of Clockwork Engineering, the act of Clockwork Engineering is declared as legal, with the stipulation that excessive usage of Qatils may result in heavy fines.
   
8. On the subject of Demonic Possession, all forms of Possession are declared as illegal.
   
9. On the subject of Vampirism, all forms of Vampirism have been declared as illegal. Vampire Broods are to be treated with the same legal scrutiny and oversight as other aberrants; as such, to act as an independent, unregistered Vampire Brood is declared illegal.
   
10. On the subject of Silven Muters, any undeclared Silven 'Power' Muter is declared as illegal, with the stipulation that openly declared Muters and Mutations may be considered legal if reported to the Ministry by the Silven with said Muter for assessment and deemed as safe.
    1. Additionally, Silven that have already been processed by the Gilded Templars or Grey Witch Order are legally allowed to roam and live in the Holy City. To make use of their abilities however would require the aforementioned assessment with the Ministry of the Magi. Further details on how to do so will be released hereafter.
11. On the subject of Phantasma, colloquially known as 'Witchbloods', any and all Phantasma abilities are declared as legal, with the stipulation that these abilities may only be employed by members of Charters or Guard Organisations, such as the Grey Witches. Phantasma found to be using these abilities for unlawful gain or vigilantism is strictly illegal, and as such will be at the full mercy of the Grey Witch Order.
    
12. On the subject of Mages, any Mage that has been processed, labelled, or otherwise identified by the Grey Witch or Gilded Templar Orders may roam the Holy City with the same legal constraints and freedoms as offered to their Race classification by law. However, to attempt to freely practice magic is illegal, and requires White Mage documentation to do so.
    1. Further details on how to do so will be released hereafter.
13. On the subject of Official Identifiers for Abberants within the Violet Order Guard Charters, appropriate identifiers are to be worn by all aberrations whilst not on-duty and in public. Whilst in Uniform, these are not necessary as the Violet Order Uniform acts as a means of identification.
    1. This is inclusive of Mages, Silven and other aberrations permitted to use their abilities by the Secretary of the Magi following the release of this Statement, as these individuals will receive a further means of clarifying their permittance to use their abilities.
14. On the subject of White Mage documentation and special dispensation, the following individuals have been granted special dispensation to enter the Imperial Palace:
    1. Grand Constable Leufred du Brierüst (@Fergoff), granted special dispensation to enter the Imperial Palace.
    2. Abbot-Consort Valerie du Brierüst (@WaterDruppel), granted White Mage documentation and special dispensation to enter the Imperial Palace.

The Secretary of the Magi, having agreed to the policies and classifications listed above, place the responsibility to dictate and define punishments in response to the listed illegalities within the hands of the appropriate Violet Order Guard Charters.

Naturally, should any of the aforementioned policies clash significantly with current procedure, the Secretary of the Magi invites formal discussion and cooperation with said appropriate Violet Order Guard Charters to amend and compromise moving forwards.

Any further particular concerns from the People of the Holy City regarding the aforementioned policies are to be discussed at the Commons Meetings regularly hosted by Lady Kaya Viduggla, during which a member of the Secretary of the Magi will be present to listen and respond accordingly.

Furthermore, the Secretary of the Magi directs any currently unregistered aberrations to the Grey Witch Order and Gilded Templar Order to be properly processed by both Guard Charters, should they wish to continue living comfortably beneath the feathered wing of protection that the Holy City provides. Any aberrations unregistered by these Guard Charters will not meet the prerequisites required to quality for any assessment by the Secretary of the Magi.

All acts declared by this proclamation are hereby passed into law.

He seems to have mixed up the wording! Ah well - a fair price to pay to watch the tail-tucked, unholy Isldar seethe and cope! BAHAHA!!" The Songaskian laughed his ass off, wiping tears out of his eyes as he moved on with his day.
