Dear Regalia,
Like many Ithanians I hold an affinity for mages. I grew up among them in the high courts of Bijoux-vert-plusse-rême, where magic was so diligently fostered and nurtured by the mages who held it very dear. I was privy to its beauty, my dear reader, but at the same time also exposed to its many inherent dangers. While undoubtedly a useful tool to combat many evils of the world, the threat posed by dangerous magic still exists. Magic is dangerous, just as fire is dangerous. Anyone who forgets this truth unfortunately gets burned.
Counseled by a group of very felicitous mages of noteworthy prestige, I have established a formal procedure regarding the acquisition of a legal public casting rights. These have been compiled with the safety of every single citizen of Regalia in mind, to ensure that we are protected from its dangerous nature while not shunning its beauty and vast efficiency at the same time.
A magic permit can only be issued by the State Governor, and every other document not officiated by her seal is considered FAUX and INVALID.
Public casting of magic is illegal, however magic can be freely cast in the Suvial District and private property (as the Magic Law states). A Permit can be issued by the State Governor to permit public casting, meaning there are no restrictions as to where the mage can exercise their practice should they be in possession of the correct documentation.
On the matter of Mage Permits and its caveats:
Registration for a Mage Permit is done by meeting with the State Governor through appointment or public hearing, where the mage will undergo a personal interview that will help gauge their reliability and experience.
Before an interview can be conducted however, the applicant must meet the following prerequisites:
I. The applicant is a loyal subject of the Holy Regalian Empire or is serving the State through a government institution (as guard to an Eminent, employee to an Eminent, etc. etc.) or significant Knight Order.
II. The applicant can provide two reliable vouchers who can attest to their competence and adroit ability to wield their magic responsibly. Ordial mages, due to the nature of their magic, are urged to provide three.
III. The applicant has no criminal record of significant note.
On the matter of meetings and the State Governor's availability:Before an interview can be conducted however, the applicant must meet the following prerequisites:

To conduct an interview with her Eminence, please fill out this form to book an appointment through the State Governor's personal scribe. Only registered applicants who filled out the form are permitted a proper interview, whether that is through open estate hours or a personal invitation by the State Governor herself.
