So, as I sat around thinking about how Bartenders had been replaced with NPC's, I came up with an idea...
NPC Guard Patrols! They wouldn't be anything but a deterrent, of course, but it would add to the effect, and could be roleplayed accordingly.
Say there were NPC's in guard armor that had set patrol routes through districts. Some districts with more, others with less. They could be timed.

This would make people have to time their crimes, and give them something to run from when there's no online PC guards.

NPCs cause too much lag for this to be possible. It has been suggested before though due to the amount of lag will never be done.
 
This can be utilized somewhat with actual character guards. When considering the amount of guard charters with their respective members it would create something interesting to create a crime revolving around their patrols. I can't speak for others but I can say that I myself will have set timed patrols that I will adhere to give or take a couple of minutes.

Also noting what Spidey said above, not everyone has the same type speed and well, if my patrol were to come across you due to slow typing not much can be avoided there. But I do agree, it would a fun thing if you did figure out guard patrol schedules, assuming others will adhere to a set time. Not sure, but it wouldn't be that far off from NPC guards. At least I won't be coming up to you because I see your name through a building. If you're on my route you're on my route.

Patrols usually happen when enough players are available, once they are those people normally end up doing three or so patrols before someone else switches out
 
Not necessarily true, I can patrol as a lone Warden. And well, you can view it as a mini-event, but I plan on having a set schedule for patrolling. So if you notice me out on patrol at certain times, there's your timing. I'll be as consistent with it as possible. But I won't be saying what the timing is. That would defeat the purpose of observing guard patrols which is what I would encourage. Again, I plan on being consistent, I can't speak for other patrols or charters.
 
This idea is mostly obsolete with what Timsic said, but I think that there needs to be more reminders of guards across the city.
