When the Manathar reverted, it was through a specific event which allowed them to choose a Nelfin race to become. That choice was fullblooded. I'd suggest, given Merilya's previous race, to become a full Cielothar, but ultimately the choice is in your hands. Clarify which fullblooded Nelfin race she belongs to and I can approve the app.
