Mercenary Decree I Posted 2 February 310 AC By the declaration of her High Eminence, Lord Chancellor Madelyn de Azcoissia, on the 27 January 310 AC, the Mercenary Office shall now be headed by three individuals, those being Mercenary Officers: Duchess Hera van Hal ( @AtticCat), Baroness Humaira di Civita (@Aurelian30k), and Mister Franz Knispel (@bardnotinatavern). With the shift in leadership, changes to the Mercenary Office will be posted below. For all that intend to become involved with the Mercenaries, whether by enlisting for a license, contracting their abilities, or monitoring their actions as a Violet Guard, it is absolutely necessary to read through this announcement. Each section will be labeled for ease of communication. For any questions, please contact one of the Officers listed below via the administration offices at Greygate. PERTAINING TO MERCENARY OFFICERS: Below is all the public information in regards to the rights and responsibilities of the Mercenary Officers, as permitted by the Lord Chancellor. » Rights of Mercenary Officers are: ‣ Right to sanction mercenary contracts for Regalian Mercenaries. ‣ Right to license individuals are Regalian Mercenaries. ‣ Right to access Violet Order case files for background checks. ‣ Right to conscript Regalian Mercenaries to action without a contract. ‣ Right to Armor Permit A, B, OR C. ‣ Right to Open-Carry Weapon Permit.» Current Mercenary Officers are: ‣ Duchess Hera van Hal. ‣ Baroness-Knight Humaira di Civita. ‣ Landsknecht Franz Knispel. PERTAINING TO NEW AND RETURNING MERCENARIES: Below is all the public information in regards to the rights and responsibilities of licensed Mercenaries as granted by the Lord Chancellor, as well as additional information. » Right of Mercenaries are: ‣ Right to Armor Permit A, B, OR C, while actively pursuing a contract. ‣ Right to Open-Carry Weapon Permit, while actively pursuing a contract. ‣ Right to pursue those wanted and to complete contracts, while in possession of their license. ‣ Right to humanely hold individuals for up to 48 hours within a private residence in pursuit of a contract, before handing them over to the Violet Order.» Mercenaries are required by law to step aside if commanded to by Violet Guardsmen, Imperial Guards, or the Chancellor’s Contingency. » All Regalian Mercenaries, regardless if previously registered, are required to request a meeting with one of the Mercenary Officers as soon as possible to ensure that they are properly registered. » The Public Mercenary Registry is included HERE. » The Mercenary Contract and Bounty Board is found HERE.PERTAINING TO THE MERCENARY RANKING SYSTEM: In review of the previous Mercenary Ranking System, it was decided to better outline the benefits of promotion, while remaining within the rights of Regalian Law. As such, the Ranking System has been entirely redone. Please consult the information below: » Third-Rate Mercenary (Lowest Class): ‣ Has all rights enumerated in Regalian Law. This includes: ∙ Right to access Armor Permit A, B, OR C, while pursuing a contract. These permits are not to be combined. ∙ Right to Open-Carry Weapon Permit, while pursuing a contract. ∙ Right to keep criminals or individuals apprehended up to 48 hours for questioning, before handing them to the Violet Order. ∙ Right to wear a Mercenary Badge and identify as a Regalian Mercenary.‣ May undertake contracts with permission of a Mercenary Officer. ‣ May pursue any criminal bounty, as listed on the Bounty Board, freely and without approval. ‣ May form a Mercenary Company of no more than four individuals, including leader. ‣ Will be listed on the Public Mercenary Registry.» Second-Rate Mercenary (Middle Class): ‣ Has all rights enumerated in Regalian Law. (Listed above.) ‣ May wear a badge of, and identify themselves as, a Second-Rate Mercenary. ‣ May lead a Mercenary Company of up to eight individuals, including leader. ‣ May undertake contracts with a pay of less than 500 Regals without Officer approval. ‣ Will be listed above Third-Rate Mercenaries on the Registry, with their name in silver trim.» First-Rate Mercenary (Highest Class): ‣ Has all rights enumerated in Regalian Law. (Listed above.) ‣ May lead a company with unlimited members (with Officer scrutiny, may change if necessary.) ‣ May undertake contracts with a pay of less than 1,000 Regals without Officer approval. ‣ Will be listed above Second-Rate and Third-Rate Mercenaries on the Registry, with their name in gold trim. PERTAINING TO MERCENARY FREELANCERS AND COMPANIES: » All mercenaries will have their status as being a Freelance Mercenary or Company Mercenary included on their license. Those that are acting against the regulations of either branding will be warned or revoked of their license. » Regarding Freelance Mercenaries: ‣ Will be given medical care for free ONLY at The Sacred Winds Clinic in Arena Court. (May be revoked if Mercenary proves unruly.) ‣ Will be given discounts for armaments of 20%-30% ONLY at The Charging Ram Forge in Arena Court. (May be revoked if Mercenary proves unruly.) ‣ Gains 100% of earnings from completed contracts and bounties unless a private deal is made otherwise between Mercenaries. ‣ Responsible for personal permanent housing, food, weapon-care, etc.» Regarding Companies: ‣ Must provide simple boarding for mercenaries within the company (minimum requirements is basic housing: kitchen, storage, and one cot per man.) ‣ Must have at least one registered medic within their ranks. ‣ Must provide a code of conduct when applying that would outline company beliefs and protections for members. ‣ Must provide an example of uniform that is required for all mercenaries within their ranks. Mercenaries under contract within these companies are required to have their uniform AND license. (‘Uniforms’ can range from armband to full outfit.) ‣ 50% of earnings will automatically be transferred to the company leader, regardless of their participation, upon contract or bounty completion in exchange for housing. PERTAINING TO CONTRACTS AND BOUNTIES: Any bounties or contracts filed with Duke Rodrigo Peirgarten which were not labeled as public forms (not on the former Contract Board) are hereby labeled null and void. To reestablish these bounties or contracts, please contact one of the Mercenary Officers. » Regarding Contracts: ‣ These are any jobs which are not hunting down individuals for arrest with the Violet Order. Anyone may file a contract with the Regalian Mercenaries by contacting a Mercenary Officer: commoners, knights, nobility, etc.. ‣ Generally these jobs can be any that the requestor can think of, including but not limited to: non-lethal beatings, investigations, non-noble guarding, representation in tournaments/fights/etc., small-time jobs, etc.. ‣ Poster must ensure that a price or prize is within possession before applying for a contract, unless specified with Mercenary Officers previous to contract completion. ∙ Those that fail to provide reward/prize will be punished accordingly. (Charged with Common Law III, having a Bounty posted against them, and banned from future contracts.)» Regarding Bounties: ‣ These are jobs which involve hunting down specific individuals for arrest with the Violet Order. Generally these are posted directly by the Violet Guards (via Guard Warrants), although bounty requests may also be passed through the Mercenary Officers. Non-Guard made requests will require internal communication before approval. ‣ These jobs often are non-lethal beatings and capture for arrest. These are no other types of bounty work. ‣ If a job is not posted via Guard Warrant, a poster is required to ensure that price or prize is within possession before bounty completion. ∙ Same warning as above applies.» Regarding Mercenaries: ‣ Failing to inform the Mercenary Officers of a contract or bounty completion will ensure cut pay, no pay and/or license revocation. Make sure you keep the Officers in the loop. ‣ Pursuing a contract without the expressed permission of Officers or without one’s license, unless of Second-Rate or First-Rate, will ensure suspension or revocation of license. ADDITIONAL INFORMATION: » The Mercenary Keep besides Hangman Road will no longer be in use and is defunct to the activities of the Mercenary Officers and Regalian Mercenaries. The fort will likely be repurposed or destroyed in the near future, at the Regalian State’s discretion. » The Mercenary Office will now be centered in Arena Court or the Greygate Offices in the ex-Alms Safe House previously owned by the Civics Ministry. Updates and changes will be occurring in the coming days and/or weeks. Those that work with the Civics Ministry will continue their work at the Alms Sanctuary within Rose Court. » All Mercenaries will be provided hardcopy licenses and optional badge or armbands. (Book and Quill licenses will be handed out. If you have NOT received one, please contact one of the above listed Mercenary Officers.)
