Article I - Clickers,
The 'Clickers' as we have dubbed them are a foreign entity to the Regalian Empire; alien, with no encounters of them having been recorded in the past. We are, however, even despite our limited understanding of them, confident that these creatures are an evil which can not and should not be reasoned with, and that they should instead be dispatched posthaste with fire and steel for their transgressions against the good people of Regalia. It is as such that I have deemed it most necessary and wise to permit the populous Bloodcast Order and the Darkwald Order - who are the most familiar with handling entities of an aberrant nature, temporary permits to utilize non-military grade weaponry and armor of half-plate and below whilst in the city for the sake of dispersing these unwelcome beings. I wish to inform all members of the aforementioned orders that the potential of these permits remaining in permanent effect is indeed a possibility, but I also warn that those who are found misusing this grant of trust will be firmly dealt with, and that Ser William Arnyn still possesses the power to revoke the permits of individual offenders if he deems it necessary.
Article II - State Auction,
Approximately one month ago the secretariat announced that the Regalian State was looking to come into possession of magical artifacts for the purpose of bettering the Regalian Empire. While this was most certainly true, I must now admit that the State was the recipient of multiple magical artifacts. Most of these artifacts were returned to their appropriate owners after the Regalian State had fulfilled its ambition, however, it also true that the Regalian State remained in possession of a single artifact which it had deemed as also being able to be put to better use, namely in benefitting the Regalian Empire once again. It is with this revelation that I announce that the Regalian State will be hosting a blind auction for a magical artifact, which is described as being capable of shielding those who the wearer wishes to protect in a mask of stone, impenetrable to both physical and magical assaults, while also enhancing the wearer. Given the protective nature of this magical artifact, I have decided to open this auction to all interested parties other than those with a criminal history. Those who are interested may lodge a singular bid to my office. The auction shall conclude two weeks from now, or whenever I determine that a reasonable offer has been made.
Article III - Puretek,
This final point is scribed with the strongest recommendation to those who it is addressed to. The Regalian State will soon be attempting to adopt Puretek and other anti-aberrant capabilities into the Regalian Military. This comes after a review of the Regalian Empire's past conflicts with foreign nations, upon which I have noted a significant flaw which was constant throughout nearly all fo them. Up until the introduction of Puretek, the Regalian Military has had no real method of battling magic and other aberrancy enhanced foes, and that we been relying purely upon unreliable technology and sheer willpower, which has been much to our disadvantage. It is my belief that the Regalian Empire will benefit most graciously from the adoption of Puretek by not only the State but also the nobility and aristocracy too. Imagine how much smoother our struggle against the Kathar Empire would have been if we, the state, nobility, aristocracy and our brave levy men possessed technology such as Puretek, which can disable mighty foes that would otherwise wreak havoc on our frontlines. Many of you have already been visited by the honorable Ser Jared Kade, and have been convinced of the boons associated with equipping yourselves, but to those of you who have so far resisted the adoption of this technological masterpiece, I plead to you. Do not be one of the few who hold back the progression of our beautiful Empire.
