The little thumbnail preview of the video doesn't even show the full title. But what I see is: Superfast AUTOMATIC wheat...

I think he may be able to get around it because it requires you to constantly plant the crops?
Not entirely sure. I think there is an anti-water-moving-crops rule

I once was in a faction with a bedrock-almost-surface chunk-sized water auto-harvesting farm... Never was sure if that was allowed... Anyway, I think that if it is fully automated, like on a loop and replants and etc, then big no-no. But if you have to plant it yourself and flip a lever or hit a button, I think it should be fine. Just me though, but hey.

This is not allowed. This is intended to be an afk farm, and can be made to be so by simply placing a weight on your mouse. As a general rule, automating most things so that you can afk with them is now allowed, as znake said.

Could I just remove the minecart, so that you have to be WALKING back and forth?

Just FYI my old fac Atheria made something similar to this without the cart and auto harvest to use as an Herbalism grinder and I personally found it to be a complete waste of time. It just required way too much bonemeal and wasn't very efficient for grinding since a large cane field is just far superior to it xp wise, time wise, and even easier to use.
I know that grinding isn't your stated purpose but it really didn't produce enough wheat for it to be worth the time either again because of how much bonemeal it required. I should also state that the acquisition of bones wasn't really the problem I used to darkroom a lot back then so we had a crap ton of bones and even still we would burn through them so fast it wasn't even worth it and we ended up scrapping it after just a day.
Also one final note I was told a while back any device that uses pistons or flowing water to harvest food or move mobs was not allowed on the server due to lag reasons. Sometimes rules on Massive change or are different under different circumstances so maybe that has changed but it really should be Staff answering this question.
