The chilled breezes of Winter continued their daily rounds about Regalia, commoners and nobility alike dressing as warm as they could to avoid the cold of the season. The afternoon went on as usual, with merchants dragging their goods through the heavy snow, the peasantry meandering about in the streets, and the upper classes lounging within the warmth of their homes. However, the calm of the day was interrupted as a collection of Imperial Scribes marched through the streets, clad in expensive silks. They made their way through the city, pinning an Imperial Proclamation bearing the standards of both the Arch-Chancellor's office and of the Imperial State Council upon every public notice board.
