The State Council had functioned for some months, but like many of its predecessors, it eventually became bogged down in personal politics and the egos of the various councillors. When the good of the Empire was lost, the council became self destructive to the point where one final run-out caused the council to be declared. When the Crown caught wind, rumors of courtiers whispered that he was in a not before seen rage, the court having grown more accustomed to the Crown's more stoic behavior usually. Cedromar responded the following day by issuing a Writ of Rule, and disbanding every single government institution of the Empire. Within a period of 48 hours, he had compiled a complete new government restructure and reform that was supposed to break down and re-assemble the entire government from the ground up. He added a small personal note to the brochures that were sent around:

"The State Councils of old never worked. Don't pay any heed to William Coen pretending that the pre-Anahera Council actually did any work. The most substantial thing I ever did on it was break my elbow when I ran into a window shutter. The state and the fate of Humanum is too large to be governed by the hands of the few, and delegation is an essential concept of governance that should be embraced by all layers of society. I have submitted this complete restructure of the Government to pull the concept of rule kicking and screaming into the new century, as should have been done years ago."

With the Crown's emphasis on reform clear, the bureaucrats went quickly to work to execute his divine command and the drafts were made for the new ministries. The effective changes were thus as such:
  • The State Council was dissolved, as were the Bluesteel Council and the Advisory Council.
  • The Royal Court was declared into a formal Curia Cordis, to identify the Court privilegia.
  • The Military was thoroughly reformed, causing the Empire's budget to hike to almost 50% spending on military wages. The Crown immediately established the Five Mark Armies, modelled after the Tenpenny Army, to create five standing armies of Regalia with standing Fleets and proffessional Offcers. The Military structure was integrated into the Regalian Navy and declared the Curia Militum.
  • The Bluesteel Order was disbanded and a new Regalian Guard was created.
  • The Judiciary was massively expanded with new ranks, forming the Curia Leges.
  • The State Council was split into jurisdictions, renamed to the Curia Regis.
There has also been a change of plans at the Imperial Palace, the Crown is now no longer looking for an Empress consort. Rather, the Crown has decided to re-open the Effleur Estate that was closed down when he ascended the throne. This time however, only women may enter the effleur estate. Those who have applied will be asked to re-confirm their appraisal to the court if they seek to become Effleur Paramours instead. For those who aim to become Paramours, some limitations are put in place:

- The subject must be unmarried and currently not in a romantic relationship.
- The subject must not have been previously married.
- The subject may not engage in a marriage or romantic relationship while working as Effleur.
- The subject must be female and below the age of 30.
- The subject must have a clean criminal record.
- The subject must be generally fit and capable physically.
- The subject may not hold political office
- The subject may be common or noble.
- The subject must be Ailor with a dark range hair, either browns or blacks.

- The subject will live at the Palace in splendid wealth, but may move around the city freely in off-hours.
- The subject will be given Imperial house color clothing to wear.
- The subject will be immune to the law enforcement.
- The subject's aim is to produce an heir as quickly as possible for the crown (which will be determined by rolls) (pregnancies will also be enforced by our system)

- Effleur members who do not perform satisfactory to the Crown's need for heirs will be ejected from the Effleur Estate.

All applications will be finally evaluated by Lord Percy Ravenstad in the final review before approval.
