Edicts by Secretary for the Heritage

Word quickly spread amongst Regalia of the first actions taken by the new Secretary for the Heritage Corsair Lord Kailu Frisque.

Establishment of Bi-Weekly Audiences
Secretary Frisque sees it fit to hold an audience every other week (day to be determined) for those who wish to bring forth suggestions for change towards the policies, rights, and treatment of non-humans, requests for personal citizenship, and any other issues, grievances or inquiries.

The first audience is set for Sunday May 26th @7PM EST within the old Synod Assembly Chamber.

Restructure of Civil Status
Set into place shortly after his appointment, Secretary Frisque saw to it the Regalian Civil Status was partially reorganized and races were ranked accordingly;
  • Ailor, Sihai (Ch'Ien-Ji), Dwarf, Qadir, Url, Allar, Orc, Varran, Songaskia, Avanthar, Cielothar and Sihndar remain as First Civil Status
  • Yanar remain as Protected Civil Status
  • Altalar are moved from First Civil Status to None Civil Status
  • Isldar are moved from First Civil Status to Protected Civil Status
  • Slizzar and Maraya remain as None Civil Status
  • The new Status of Outsider is added
    • Outsiders have no rights and are not protected from being brutalized in public.
  • Kathar are moved from None Civil Status to Outsider Status
  • Half Races remain unaffected
Any Isldar or Altalar serving within the Violet Order may retain their First Civil Status only while employed and serving the state.

Regarding Service
Any non-Human seeking to serve the Empire and state should seek out Corsair Lord Frisque to be pointed in the right direction per their abilities. Those who willingly serve within the city will be rewarded accordingly and treated as such.

A soft snicker escaped a certain Albino Sarran as a wide toothy smile spread across her recently trimmed and groomed fur. She was pleased with her employer's handiwork. It gave her such pride to know she had had a hand in delivering such a powerful message to the rest of the city. Picking up one of the newly fresher written decrees, she sauntered off to find another particular Frisque. "Sephy! Look at this! Isn't it wonderful?"

Aubrey just stared blankly at the announcement, her mouth hanging open for a second before she pressed her lips together, letting out something akin a low growl, muttering curses in all languages she knew under her breath as she stomped on home to find her father.

Joasaie's eyes danced over the words, brows raising at the Altalar and Allar sections, "<P-E> So...he's reducing not one, but two of Regalia's allies' citizenships? With one of those races having a noble here? I already sense alot of unrest with this towards him. Dear me."
 
Sepheres let a little grin creep over his face as he read the announcement, and even more so as his favorite Sarran approached him about it. "Aye, wonderful it certainly is, a long time coming if you ask me." The Yarran set his copy of the announcement down, before finishing with. "Lovely handwriting, by the way."

An Altalar by the name of Joycie Caladwen was just drinking a cup of coffee, before chuckling at the news, "Never let a cat do the work of sentient life,"
 
Vaeri couldn't help but let out a scoff at the notice, "A Varran ruinin' Altalar. Bloody ironic, will give ya' tha'. Suppose we should expect a new rug goin' up for sale soon. But 'ey! Whole new status made for us. Shows they care, pfhaha!"
 
Lana gasps softly, mumbling under her breath. She rips the announcement off the board and hurried home, the heavily pregnant Isldar in an obvious panic.
 
The news reached Christopher Black, who was at the warfront, standing outside. As the messenger who delivered it departed, Christopher's eyes panned slowly, slowly, slowly towards a tent, inside which the Generals of the Regalian land troops were deep into a meeting with their allied Altalar counterparts. Christopher continued to pan, slowly, slowly, slowly towards his Cadet Captain and assortment of other naval officers, who were standing within hearing range. "We might have a problem," he quietly said.
 
Tiray stared at the denouncement in narrow eyed shock, glaring coldly at the parchment. ".. They lowered our status?" she hissed, "I do wonder how Jared will deal with this repulsive Cat-with-a-Title."

"None-civil status?" Maiele snarled, curling her fingers into a fist around the parchment. "We we're allied with them- And this is our repayment? Bastards'll surely regret this mistake."
 
Tavyani's brows arched upward, a derisive snort sounding off from the priestess.
"They've been beating our people for months without regard for their own laws, this changes nothing, Vaeri. But good to know that Regalia cares not for their allies! Perhaps we can sway them to our side now, mn, Commander? Any opinions, Sovereign?"

Evarha narrowed her gaze towards the declaration,"Hey, Saff?" The Altalar turns to face her Witchblood ally,"Think the Carnival should go after the rats afterall?" Her lips curl into a crooked malicious smirk before turning back to read,"<M-A> I guess that settles the Dread War then. Hope the Ailor enjoy knocking themselves down."

"Talk about shooting yourself in the foot," Elyon replied upon sight of the notice. "Even if I may not be effected by this, you just lost a powerful ally in me. Seriously, who thought to make the Altalar- the people most active in your government bar Ailor- a lower class than their cousins? How does this make sense to anyone? Are they trying to incite revolution? Maybe Nace was right, maybe these pigs called people aren't fit to run this city. Truly, though, if I cared so much I would just leave the city and flee to Daendroc or something. I was born and bred here, and I will not let those with ill-intent be the demise for this glorious city."
 
A frail, sickly gypsy was given the news - Kathar to be classed as outsiders.

She quickly dabbed beads of sweat from her forehead and started hiding her clipped ears again.
 
Damian Black laughed for a second or two, thinking this was some kind of joke before he reread it again a couple times before scoffing. "Our most important allies against the Kathar are the Altalar you bloody idiot, I won't be surprised if they don't help us at this point of time. I swear I'll need a word with my cousin to see if we can talk with the idiotic Varran about this."

Ulfgar Ironfist spat on a copy of the notice, shaking his head. "Stupid Varran, the Altalar have far greater knowledge then you. You really want to make an enemy of them? This is how to do it. It makes me sick that you'd drop low enough for this. Bloody fool."
 
A particular saivale's lich-like gaze bore across the parchment announcement brought to her attention, waving off her coal black hand in disregard to the antics of surface politics. "They let a rat make their decisions on whom they regard allies and whom they consider enemies. The state of their union falters each day. No matter. Tell the vanguard this. Rip and Tear. We have many new play things to show the true gospel."

"How will this change the plans the Kade has set to brew? Quite odd, really. Though Tisara won't face many changes within the Refuge. They will continue on as they will without changes to how they hold themselves. They continue on under their Priestess and will as if they still resided in Ellador. Not a thing will change that, don't you agree?" Siora waved the notice infront of the eyes of Wistaeri, keeping her tone hushed for a last muttering of words. Followed by a cheeky wink from the Witchblood.

The Voidling Shenath appeared entirely amused by the news of the parchment, taking it in her grasp to closely study the foreign words over. The Commander then dramatically lifted both of her hands to exaggerate her shrug, casting her mischievous orbs to pan between her sister Tavyani, the Baroness, and their Sovereign,

"There were laws in place to protect the Kathar from the brutality of the Regalians? Well this is an utter surprise. Perhaps it is time to speak to our fellow Nelfin kin." @Athelois @Vegemiite @Havsbris_
 
The Finance Secretary and Ithanian Countess, upon reading the missive, let out an exasperated sigh.
"This can only end horrendously. Perhaps I shall have to take action soon."
 
"Pathetic!"
The ithanian cried out at the news.
"Simply because their race was enslaved centuries ago by them he demotes them now! What a pathetic use of power! This is why you cant allow these animals to govern!"

Her rant continued for a while in her office until she funally calmed down.​

Saffaen read over the declaration, a small smirk forming on his lips as he finshed his reading. The Avant's eyes meeting his comrade. " So the oppressed now play the tyrant? Let's gather the troupe, set the scene and of course, provide a seat to our Neflin kin," The Witchblood threw the paper to the table, going to grab for a lighter. "Eve, how do we give a Cat a smile?"
 
The first audience has been changed to be held in the Assembly Hall at /tp Assembly in 40 minutes.​
