FROM THE DESK OF HER HIGH EMINENCE
THE LORD CHANCELLOR OF THE REGALIAN EMPIRE
23rd of August, 309 AC
In the interests of expediency of information, I have condensed all information in this Decree to bullet points, save for my pre-amble.
The Lich can bleed. It was struck by an arrow upon its attempts to gloat at the Castle. It can be defeated, and it will be. The Everwatcher is with us, and we will not falter. Even now, every day, I receive more and more reports and news of hope. Another family member found safe. Another friend spared the clutches of Sanguinism. The morning will come, and the sun will return-- shining over a City freed from the shadow of demons, of despots, and of their castles. Stay safe, stay vigilant, and may he watch over you.
On the matter of Bastions:
The Following Bastions are publicized, due to their high concentration of individuals, and impossibility that the Lich is not aware of them. Any other Bastions are kept secret, or the Lord Chancellor is not yet aware of. If you would like them to be publicized, send word to her.
- Calvonth Castle, the home of Duke Deceres, maintains its defenses, accepting refugees and aid.
- Caelfall Estate, the home of the Hexenblood Circle, maintains its defenses, accepting refugees, especially of the occult, and of Sanguine Prisoners.
The Lord Chancellor has put a Moratorium on the enforcement of all laws within the city and its surrounding areas, provided that the actions taken are for the good of the Empire and against the Sanguine.
On the matter of City Reports:
Greygate and its surrounding areas are still occupied by the Lich and Sanguine forces.
The Districts of Petal Court, Clawcourt, and Arena Court are considered Cahal territory, with Sanguine reportedly pushed out of them. The Government stresses this does not mean they are perfectly safe for citizens.
The Lord Chancellor encourages all to travel in pairs, or groups, and to never travel alone. Those susceptible to infection should remain where it is safest, to prevent spread.
The Lord Chancellor stresses caution at this time, as there are many Sanguine and Sanguine sympathizers who pass through the Bastions of survivors and loyalists.
THE RULINGS OF THIS DECREE TAKE THE FULL EFFECT OF STATE LAW.
