FROM THE DESK OF HER HIGH EMINENCE
THE LORD CHANCELLOR OF THE REGALIAN EMPIRE
28th of November, 309 AC

Pre-Amble:
In the interest, and spirit, of the oncoming season, we encourage those of this city, Noble and Common alike, to give and see evils defeated in the name of a richer, better Empire. We would not do so without taking the first step, and therefore, a number of changes in the following Decree take the first step. We must remember the powers we have, lent generously by His Imperial Holiness, to do good, and right by each other.

On the matter of the Burning Bridges Clinic:
The Government acknowledges the good the medics of this clinic have done for the city, in spite of past grievances, and will be fully funding an expansion for the Clinic. Please speak to a government bureaucrat at your earliest convenience.

On the matter of Crookback:
The Government acknowledges the damages done to Crookback's main square during the Sanguine crisis, and their inability to fund or repair it themselves, and will be fully funding a refurbishment and expansion of the main square and gatehouse.

On the matter of Broods:
The Government instills the following Law Code, affecting all Sanguine and Cahal Broods:

Sanguine and Cahal Broods are traditionally banned from the City, and must reside in Crookback and the Sewers, with the Violet Order expected to return them there should they be found, due to their indistinguishable nature from Sanguine and Cahal. Broods who wish to live and work in the main City must do so under supervision of a State Appointed Unionist Celate. These Broods must submit themselves to the Celate for investigation and review, and appear when bid for Occult Checks and Curings by the Violet Order, if the Celate suspects them. These Broods are considered the responsibility of the Celate, who will vouch for their repentance and conduct, and maintain a list for the Violet Order of accepted Broods. Broods who break laws, are infected, or act otherwise unrepentantly may be revoked at any time by the action Celate. The current appointed Celate in this position is Abelhard Petrou

On the matter of Archipelago Taxes:
For too long, has the State and Nobles alike have mutually allowed the latter to profit off the corruption of taxation reports and the corruption of local Aldermenn. It is for this reason that, effective immediately, the Archipelago Tax will change from a proportional tax rate to a fixed one. The corruption caused by the proportional tax rate is so wide spread, so prevalent, that no inquest or audit could hope to repair it. We must share the burden of responsibility to our Empire, and no longer funnel the funds of the Archipelago only into the pockets of Lords and Nobles, but back to the Empire, its peoples, and its prosperity through the State.

Because of the nature of a flat Tax rate, in the instance of catastrophe or crisis such as the Blight, the Government will allow local regions to petition for Tax Reprieve, to prevent undue financial stress. We are not without understanding of circumstances, but those circumstances must be of actual tragedy and troubles inflicted upon the Empire's peoples.

On the matter of the Upper Assembly:
The Lord Chancellor reminds all that she may be contacted to add additional points to the docket for the Upper Assembly, this Saturday.

On the matter of the Lower Assembly:
The Lord Chancellor reminds all Commoners of the City that the Alms Ministry, specifically the Commoner Executive, is open and available for Commoners to pitch their proposals ahead of time, with no judgement. The Commoner Executive exists to aid you, and inform you on laws that may already exist, of protocol in the Assembly, and of potential offense to the Assembly and Crown.
