THE LORD CHANCELLOR OF THE REGALIAN EMPIRE

A Pre-Amble:
By the Grace of the Everwatcher, a modicum of Peace has returned to our city. However, we must take care that complacency does not overtake us again, allowing the likes of Demons and Liches to seize control over our lives and homes. Vigilance should guide our lives, now, ensuring that we do not fall into the clutches of chaos again.


On the Matter of Restoration of the Crown City:
The Lord Chancellor reminds all citizens that repairs to the City Infrastructure, which includes (but is not limited to); roads, buildings, government offices, light-fixtures, bridges, etc, is strictly for the Government to contract construction crews to see to. While I am grateful for the voracity at which many citizens wish to offer aid, there is a level of professionalism and homogeneity required. Citizens are welcome to remove debris, garbage, and clean, but any efforts past that are barred.


On the Matter of the Law and Conduces Moratorium:
The Lord Chancellor reminds all citizens that with order restored to the City, all prior suspended Laws are active again.

On the matter of Government and Ministerial Positions:
The following adjustments have been made to the rights of Ministries, Officers, and Government Offices:

Finance Minister: Erick von Eisner
Finance Minister Rights:
The right to allocate government finances on behalf of the State.
The right to set taxation levels for the State.
The right to order the Regalian Guard to arrest Nobles who do not pay their taxes.
The right to impose fines on Nobles who do not pay their taxes.

Foreign Minister: Milena Cadieux
Foreign Minister Rights:
The Right to create and send diplomatic missions on behalf of the Regalian State, provided they have funding from the government
The Right to negotiate with foreign nations on behalf of the Regalian State
The Right to appoint Ambassadors within the Ministry to send on diplomatic missions
The Right to create ad hoc committees focused on a specific diplomatic mission

Occult Minister: Elana of Brackenfell
Occult Minister Rights:
The right to investigate Occult Matters on the Crown Isle
The right to hire Mercenaries or order the Regalian Guard to investigate Occult matters.
The right to utilize Occult capabilities in service to the State
The right to safely secure Occult objects on behalf of the State
The right to alter laws related to the Occult, and institute or alter legal codes related to the Occult, so long as they do not conflict with other State Laws
The right to declare certain Occult status Apostasy

Alms Minister Rights:
The Right to assemble ad hoc committees and tribunals to handle minor matters in the Regalian Capital
The Right to own the Alms House, which will serve as "neutral ground" under State protection. Only the Imperial Guard or direct Crown Authority can override a Neutral Ground location. (Currently, only the Alms House has this privilege)
The Right to establish a "Brute Squad" that may legally own weapons, but is expected to use them purely to defend the Alms House and to never instigate a fight.
The right to appoint and remove at will an "Officer of Commoners"

Officer of Commoners Rights:
The right to host "Commoner's Assemblies" wherein citizens may proclaim concerns and needs.
The right to access Violet Order records for investigations into matters raised in Commoner Assemblies.

Defense Minister: Arahael Bancroft
Defense Minister Rights:
The Right to dictate the forced conscription of soldiers within the Regalian Archipelago during time of War
The Right to dictate the allocation of troops, ships, and additional logistics to the Regalian Military during time of War
The Right to handle State Intelligence through their three "Speakers," provided the identities of such are shared with the Lord Chancellor
The Right to sit on the Imperial Marshal Cabinet as an Advisor, and coordinate with the Cabinet on matters of Defense
The Right to form ad hoc Regiments to deal with matters abroad, with approval of the Imperial Marshal Cabinet and Lord Chancellor
The Right to detain Commoners for up to 48 hours for interrogation on suspicion of threat to the State, provided the Commoners are released, unharmed after that period of time

Whip Minister: Cillian Gallagher
Whip Minister Rights:
The Right to call, at will, a meeting of all Ministers and the Lord Chancellor to discuss Government Affairs
The Right to oversee weekly meetings of all Ministers and the Lord Chancellor
The Right to enforce bi-weekly reports of Ministerial activity to the Lord Chancellor
The Right to attend any Ministerial meeting, excluding Foreign Ministry meetings with Foreign Diplomats, to ensure proper protocol

Undercity Officer: Valarosta de Azcoissia
Undercity Officer Rights: Unchanged. (The Lord Chancellor commends the Crookback Council for their swift admittance of err in leniency for those infected.)

The right to attend Ministerial Meetings
The right to hold office meetings with those seeking an audience with the Lord Chancellor, carrying any concerns directly to them
The right to act in a secretarial position to any Ministry
The right to inquire into bureaucratic matters with the Crown and Bureaucracy with approval from the Lord Chancellor

Armament Officer (Moved from beneath the Defense Ministry): Erwin Braunschweiger
Armament Officer Rights:
The right to grant and revoke Weapon and Armor permits
The Right to maintain and manage a registry of approved State Weapon and Armor permits on the Crown Isle

Mercenary Officer (Moved from beneath the Defense Ministry): Rodrigo Peirgarten
Mercenary Officer Rights:
The right to approve contracts for Mercenaries to fulfill.
The right to appoint and dismiss Mercenaries, who are exempt from Common Laws 2, 4, and 5 while enacting Contracts, but are still beholden to limitations imposed by the Mercenary Code
The right to manage the Mercenary Keep, and set internal policy for it
The right to appoint secretary individuals who can also approve Mercenary Contracts, while also being fully responsible for their actions in such a position
The right to petition funds for contract fulfillment from the Finance Minister
The right to manage funds for contract fulfillment

Lifeguard Officer Rights:
The right to manage a registrar of all Noble House Guards
The right to manage a registrar of all Noble Palests
The right to manage, implement, and remove specific rights and privileges for Palests that do not interfere with other State Laws


Chancellors Contingent Commander: Kaya Sorenvik
Chancellors Contingent Commander Rights:
The right to recruit, dismiss, and train members of the Chancellor's Contingent
The right to set policy when guarding the Government Offices
The right to command members of the Violet Order in absence of the Lord Commander and for the explicit defense of the Lord Chancellor or Government officials
The right to temporarily contract mercenaries or members of the violet order in service of the State

On the matter of Ministries and Officer Decrees:
With the adjustments to rights and laws, expect further decrees of intent and action from the appropriate Ministers and Officers. The Lord Chancellor will make changes to the above structure as appropriate for the changing needs of this Empire.


On the matter of the Advisory Cabinet:
The Lord Chancellor regretfully announces that the implementation of the Advisory Cabinet is on standby, until the recovery period for the Crisis has completed.


On the matter of Ministerial Meetings & Office Hours:
The next Ministerial Meeting is scheduled for the time immediately following the completion of the Government Offices in Greygate. The Lord Chancellor's Open-Office Hours are the same, though she is, as always, accepting letters and paused appointments.


On the matter of Inquest into taken during the Sanguine Crisis:

On the night of Saturday, November 13th, at 6pm CST, the Lord Chancellor & Ministries will convene, summoning members of the peerage and inviting all commoners of the city to attend a formal inquest into the actions taken by members of the Peerage, Government, and Violet Order during the Crisis. Citizens will be invited to testify their experiences during the Crisis, with the Lord Chancellor presiding over it. Before the Inquest, a number of Meritorious Commoners will be called forth and graciously thanked for their service during the Crisis. Following the Inquest, appropriate injunctions will be placed, and additional rewards for particularly Meritorious members of the peerage will be disseminated. This Inquest will take place in the prior Assembly Hall, unless a more appropriate venue may be found, in which case it will be announced.
