OF THE REGALIAN EMPIRE,
A PROCLAMATION REGARDING THE
CURRENT CLIMATE OF STATE
1. On the subject of taxes, and the provinces that neglect them,
The State has recognized a number of individuals amongst the noble class who choose to deny the mandatory State Tax, and has decided to take action against these families. Until now, denying the payment of State Tax had not been specified as illegal, which meant that there was no breach of laws in the act of neglecting this mandate. In order to rectify this, and to enhance the importance of State Taxes, the following laws are created.- To deny the payment of any mandatory Tax specified by the State, is illegal.
- Nobles who continuously refuse to pay mandatory Taxes will have their city or countryside estates (or castles where applicable) confiscated by the State, and added into the Imperial inventory to be redistributed by the Emperor and the Imperial Court amongst nobility and aristocracy. If the noble in mention does not have an estate, any other property they own will be confiscated instead.
- Nobles who still neglect mandatory Taxes after preliminary actions have already been taken will suffer an embargo placed upon their lands by the Regalian State, which will effectively cut off all trade from their lands and enforce bankruptcy upon them. This embargo will not be lifted until the mandatory Taxes are paid. Any attempts made to forcibly remove this embargo will be considered Treason against the State, and dealt with in accordance to Treason Laws.
2. Regarding the Noble House of Harhold, the Citystate of Atolia, and the Drixagh Realms respectively,
The Regalian State issues a formal warning against the Noble House of Harhold, the Citystate of Atolia, and the Drixagh Realms, who all have been neglecting the payment of the mandatory State Tax for the preceding weeks. Failure to comply with the demands of the State will result in legal actions being taken, as described above. In order to deal with this clear dissent, negligence of obedience to the Emperor and the ignorance of obligations owed to the State, the following actions are being taken.- The Lord Chancellor is personally dealing with the situation involving the Citystate of Atolia. The State has entered negotiations with the Viscount, and is currently working on arranging the proper diplomatics to come to a swift resolve.
- Regarding the Drixagh problem, the Lord Chancellor hereby issues Duke Garth Viduggla with the responsibility of entering diplomacy with the Drixagh Realms and convincing them to pay the mandatory State Tax. The Chancellor is confident in the honorable Viduggla's relations with the Northern Community, and offers him one month to proceed with this task. The Lord Chancellor is available to discuss the details of this request, should the Duke find need for them.
- Lastly, the Noble House of Harhold is given one week to start paying their taxes, and if Count Harhold and his family neglects this State demand, their estate in the countryside of Regalia will be forcibly confiscated from their person and added to the Imperial inventory to be redistributed amongst the nobility and the aristocracy by the Emperor and the Imperial Court.
3. On the matter of donations to the State and the Office of the Commons Ministry,
In the passing few weeks, the Regalian State has received a multitude of donations from varying provinces who have shown their loyalty to the Emperor and the Regalian Government with their most honorable sensibility. There was, however, an unfortunate situation due to oversight, in which the donations being sent to the State had no location to be stored in, and had to be held up in the air for a limited amount of time. The Lord Chancellor has taken to rectifying this problem, and has directed the donations being delivered to the State towards the Office of the Commons Ministry, headed by Kaya Viduggla who is the superior manager of the O.C.M Charter, who has accepted the responsibility. When a new Finance Minister assumes office, the donations being made towards the State will be better managed.The Regalian Government and the Lord Chancellor therefore extends their best wishes and utmost gratitude towards the Noble House of Drachenburg, and wishes them a good fortune for the donations that they have kindly offered to the State.
4. On the Regalian Victory against the Kathar, and the Generals of the Regalian Marshalry Cabinet,
The Regalian State congratulates all soldiers and Generals who have fought venerably and selflessly to bring victory to the Empire against the Kathar menace. Many have fallen in this grave battle, a great deal of fathers, daughters and sons will unfortunately never return home. However, the proud Regalian soldiers have indeed ensured that their sacrifices were not for waste. On that successful day, the honorable Generals of our Marshalry have proven that the Regalian spirit does not yield, and against the face of adversary and tragedy, not one Regalian warrior will give in to fear or hopelessness.The Lord Chancellor, in recognition of the great efforts of the Generals of the Marshalry Cabinet, has issued the following addendums listed below, to honor their presence and their hardwork that brought brighter days to the Regalian Empire once again.
- Within the Imperial Isle, all officiated businesses are to offer every sale for only half the price towards the Generals of the Regalian Army. Furthermore, all Generals should be met with special dispensation in all portions of the Imperial Isle, in recognition of their hard service for the Empire.
- To insult a General of the Regalian Army is to commit a severe crime, and will therefore yield much heavier consequences. Regalians should recognize the fact that they breathe a peaceful air thanks to these men, and to disrespect them would be to spit on their selfless efforts.
- However, it should be noted that this does not supercede noble privilege. If a General chooses to act out in public and abuse their privileges, then they are deserving of the backlash that they would be receiving, in which case their special dispensation will be null and void within that scenario.
