Can we make this server bigger
In simple answer to your question, yes, they (the admins) can make the server bigger. Indeed they could easily make the server hold 1k players. The problem is that the server is not capable of running that many players without slowing its responses to a crawl, which is lag. They have tried having more then 150 players (it was 200 before) but this caused so much lag as to make the game un-playable. This is due to the plugins, number of players, and sheer size of the server (multiple worlds, fairly large besides). So they need to reduce lag before expanding the server.
Reducing lag *could* be done by removing plugins, lowering the mob-spawn rate, or just deleting Ceardea (the old world). However, any of these options would destroy many factions, server features, or otherwise limit the ability to play. So what Cayorion (the server owner and coder) is doing is sharding. Sharding is a simple concept of having a single computer run multiple servers with less lag, however, it comes at a price: each subserver is completely disconnected from the others. Cay is working to meld them together so that all of the subservers run in sync with each other, which will allow for players to travel from one to another without any loss of data (inventory, mcmmo skills, ep points, faction info). This is a complex and difficult thing, and (afaik) hasn't been tried before with minecraft. So cay is pretty much making it up as he goes, which means it will take a long time to implement. Once it is complete, he will implement it and, with luck, the server will be able to run far faster and with much less lag while also housing tenfold the number of people it houses now.
And that is the answer to your question
