Bancroft Chancellery: Moments Before War

A PROCLAMATION

On this day February the 17th, 309 AC, I, Lord Chancellor Bancroft of Regalia, make the following proclamations.​

• On the Subject of the Government, the Privy, and Whip Ministries are being dissolved. The Lord Chancellor thanks Klaus von Falkenreich and Claire d'Agennes for their service, but for the sake of cutting down on government spending and reprioritize the needs of the Realm, both ministries are being closed down.
  • In response to this. The Alms Ministry is being expanded upon, and a Legal Code, which can be viewed here. Their Rights now read thusly.
  • The Right to assemble ad hoc committees and tribunals to handle minor matters in the Regalian Capital.
  • The Right to own the Alms House, which will serve as "neutral ground" under State protection. Only the Imperial Guard or direct Crown Authority can override a Neutral Ground location. (Currently, only the Alms House has this privilege.)
  • The Right to petition the Finance Ministry for use of Regalian Improvement Fund, not beholden to assembly vote. If the Finance Ministry agrees, the fund is used. If the Finance Ministry disagrees, then an Assembly vote is held. A vote is also required for any amount over X amount of regals (like 50+k). This coin can be used by any of the Ministries under their authority but does not ever leave the Improvement Fund until it is spent
  • The Right to approve of building permits, which still need to be approved by the Bureaucracy before construction can start.
  • The Right to carry a weapon for ceremonial and self-defense scenarios.
  • The Right to establish a "Brute Squad" that may legally own weapons, but is expected to use them purely to defend the Alms House and to never instigate a fight.

• On the Subject of the Defense in the Capital, a final Ministry is being formed before the end of his High Eminence's Tenure. The Ministry of Defense will, by its nature, technically involve every standing member of the Regalian Military Core Leadership, though the Imperial Court Marshal and Lord Chancellor are chiefly responsible for the Department's functioning. Unlike most Ministries, individuals will be contacted by both of these individuals for a series of interviews, before the full nature of the Ministry is made public. The Logistics Minister will be shuffled into the new Defense Ministry.
  • Two executive actions are being initiated to go along with this prioritization of Defense and Military coordination. It is also noted that until a Minister of Defense is named, Lord Chancellor Jared Bancroft will fill the position.
  • Firstly, the Silverhand Lab will be funded by the State, and a yet undetermined number of Noble Houses. It will serve as a Laboratory within Regalia for cutting-edge technological development, with the specific intention of addressing the brewing war fronts, and providing a place for experts to help push the Regalian Military's technological prowess forward. All Noble Houses who agree to help fund the Silverhand Lab within the next week (by sending word to the Lord Chancellor, simply stating they will pitch in, and include it in their weekly Orders) will have full access to said Lab moving forward (otherwise, Lord Chancellor approval will be required before researching therein) and the adjoining Museum. It will be constructed along with the upcoming City renovations (v6).
  • Secondly, and perhaps most pressingly. Those skilled enough to act as Generals, and -especially- Admirals are encouraged to step forward to either the Lord Chancellor or the Imperial Marshal William Howlester, as the Cabinet will be taking in new members of adequate skill and competency. Those taken in within the next few weeks will be put in direct contact with the Lord Chancellor to work on future military planning.
• On the Subject of the Lord Chancellory, the management of state-owned buildings will be overseen directly by the Lord Chancellor, Undercity Representative Valarosta Ino-Femunn (@Athelois), and (concerning Construction) by Alms Minister Sivrid Sorenvik (@MrsCripple)
  • Relatedly, by executive decree, Matron Gwenyth Zylmoira (@MantaRey) has been given legal ownership of not only the Dragon Temple, but the surrounding park by the Knight's Quarter as well. The temple itself is designated as a Religious Site. A full list of Religious Sites will be made public by the Alms Minister within the fortnight.
  • Further Public Building ownership can be requested both here or by contacting the Lord Chancellor directly.
  • A list of all measures passed by the Bancroft Chancellery will be posted in the final Decree of the current Chancellery, which will be submitted in about a week.
• On the Subject of the Lord Chancellor, Jared Bancroft makes it known he will formally leave office within the month, or when the Sendrassian War comes to at least a temporary end, as stated in the last Assembly.
  • Those wishing to run for the Chancellory should begin their own independent lobbying, as elections will be held within a few weeks. Lord Chancellor Jared Bancroft will, following the precedent set by Chancellor's Louis Delmotte and Dietrich von Drachenburg, not publicly endorse any candidate.
