FROM THE DESK OF HIS HIGH EMINENCE THE LORD CHANCELLOR OF THE REGALIAN EMPIRE A PROCLAMATION Spoiler: ♫ Ambience ♫ On this day, December the 21st, 308 AC, I, Lord Chancellor of Regalia, make the following proclamations. On the Subject of the State Government, four new positions are being appointed within the Government. Within the Foreign Ministry, Lithuandir Telarel is named the acting Foreign Minister, assuming all former powers and responsibilities held by Amelina Peirgarten, but the position may be contested for as the internal diplomacy codex is completed and missions abroad and within the city being with the New Year. The Occult Commissioner is named as Leufred du Triege. In addition, an "Alms Minister" position is created and filled by Sivrid Kensley. The Minister of Alms is meant to not only reach out to the impoverished, but mainly to assist those who wish to rise from poverty or reintegrate with society, and serves as an information network to the Violet Order. The overall intent is for it to be one position in a more complete "Commons Ministry", but for now they will answer directly to the Lord Chancellor and Foreign Minister, but operate with the following Rights. Hold fundraising events in city spaces, and pay no taxes on the money collected. Offer tax breaks (with Financial Minister approval) for businesses who agree to donate food and supplies. Offer tax breaks (with Financial Minister approval) to businesses and craftspeople who agree to a mentorship program for unskilled/youth/displaced workers. Mandate a weekly check-in for cured werebeasts and sanguine, which will escalate to an arrest warrant should the check-in be skipped.* Shall be permitted to dole out and oversee work and community service punishments to released prisoners and cured sanguine and werebeasts. Shall be permitted to carry weapons, when in proximity to released prisoners. With the same intent as the Alms Minister, a position known as the "Privy Minister" is created and filled by Claire d’Agennes. It has the following rights. The right to carry a weapon for ceremonial and self-defense scenarios The right to be informed about of and assist in guard investigations and meetings when related to the security of the Empire and potential threats. The right to receive Lord Chancellor approval on investigative tactics. The right to draft operating procedures detailing how to respond to crisis events. On the Subject of Regalian Law, Regalian Low Law 11 has been added in accordance with the recent legal reforms. "To repeatedly avoid paying one's legal taxes to the Regalian Crown, State, or Military, is illegal" Naturally, one cannot be charged with a crime committed prior to its law passing, but the exact financial accounts of all Nobility will be heavily monitored, and the current 35% tax rate will be strictly enforced On the Subject of the Chancellor's Contingent, while the Lord Chancellor does not feel the need for any armed forces under their command outside war-duties, scouts will be deployed to observe skilled warriors and guardians who may have an interest in serving as an elite few bodyguards, sworn to protect to the Lord Chancellor. Interested warriors may contact the Lord Chancellor directly, but the few who take this position will likely be contacted after proving their skill and honour within the Capital. Warriors of less than traditional style are encouraged to apply, as those guarding the Lord Chancellor do not all need to fit the stereotypical "defender in platemail" personage. The rulings of this decree take the full effect of State Law.
