With the surfacing of the self-claiming 'evolved' race that has come to be referred to as the Manathar, the State, the Government and the Law Enforcement has found itself in a multitude of problems on the treatment of Manathar, and whether they should be referred to in the same legal views as that of the Kathar.

Although many have tried to claim that the Manathar are merely Kathar with a different skin tone, it has been proven time and time again that this is in fact false, and the Manathar are not Void worshipers. Thus, it is unreasonable to consider Manathar as the racial offspring of Katharic ritualism. This is a view that is mutually agreed with that of the Lord Commander's trust, who has also seen to allowing the Manathar a less scrutinized lifestyle through service into the Violet Order.

With the following amendment, the Manathar situation, their public treatment, social status and the expected view against their kind will finally come to a resolve by the Lord Chancellor's decree.​
  • All Manathar who are in service to the Regalian Empire will be treated as Protected Civil Status. This means that these Manathar will have the basic living rights, will be protected by State Law in every manner, will possess the right to marry, to defend oneself in trial, and the other State Laws that stand to defend the wellbeing of their individuals. They may walk free in New Town, own businesses, and do everything a normal Citizen can do, without facing scrutiny from the eyes of the Law.
    • However, they are still completely exempt from holding Governmental Offices, ruling Lands and bearing Noble Titles.
  • Only the following services counts as a service to the Regalian Empire. It is the duty of the Gilded Templars Commander to keep a list of every Manathar in the City who are serving the Regalian Empire, and this list should be available for the governments viewing for transparency purposes.
    • Service through Violet Order as part of the Gilded Templars Chapter
    • Service through the Holy Inquisition as an Inquisitor
    • Service through the Swords of Bulwark as a Legal Mercenary
    • Service into Noble Families as Palest, servant, house guard, or otherwise specified
      • It should be noted that if a Manathar is in service to a Noble Family, the Family in mention will be completely responsible for the public behavior and legality of the Manathar. If the Manathar commits a crime, the family will be held mutually responsible.
      • Manathar who serve as Palest are still not allowed to enter the Palace by default. However, they can pursue to be granted the right to entry from the Secretary of the Magi, who may freely create his own terms and expectations for such a grant.
  • The Manathar who are outside of service to the Regalian Empire will be treated as None Civil Status, which means that while they are protected from physical harm in public, they are not allowed to marry with Citizen or Protected Status individuals, nor defend themselves in any way at court.
    • Furthermore, any Protected Civil Status Manathar who are found to be guilty of crime will indisputably be lowered to None Civil Status and may not regain their standing in any way.
It is expected, however, that the Manathar will make an attempt to truly align themselves with the rest of the Citizenry in Regalia, and stride away from illegality and criminality. The ill treatment of nobility and the other citizens of Regalia at the hands of Manathar will serve to accomplish nothing for them but to earn the ire of the Government and threaten their position in the Empire. Any Manathar seen to be working against the favors of the Government and the Law Enforcement will thus be risking the mercy that the Lord Chancellor has offered them, and failure to comply with the expectations of the Government will quickly result in the Manathar getting themselves placed into Outsider Civil Status.

The Unionist Divine deems that one must be merciful and offer chances of redemption. This must therefore count as the extended hand of mercy upon the Manathar. May the guiding light of the Spirit and it's watchful gaze show the path to those who are lost from faith.​

The Revered Mother read the paper an inflection of a smile upon her face as she did though it quickly transitioned to a frown after thinking it over soon after "It's quite unfortunate I have not seen any of these Manathar in the cathedral or ever come to think of it. I will have to find one, get their thoughts after all, best to learn about the faith of someone from them."
 
A Kathar read this"What the fuck...? So the Manathar are going to be treated like kings and queens now? Damn, screw the government."
 
Aster isn't impressed. "Just when I was starting to like our new Lord Chancellor too..." Aster thinks for a long moment "well... if the government of all institutions are willing to trust the Manathar this much... maybe I should give them a second chance..."
 
Fen'nan Solaveira read over this, her beautiful but bruised features upturning into a scowl, "None Civil Status? If they don't work for the bloody Empire? That's bullshite."
