Pretty sure the EULA prohibits such things being prem only.

That makes no difference. According to the EULA servers are not allowed to offer gameplay advantages for money.

Well what do you think of the idea in general, like I said, the premium concept was just a secondary idea.

I see no room for argument against it as it doesn't really change much beyond fixing your stuff faster so yeah I think it would be a good feature.
