Clicks and Clacks fill the air into the late evening, a missive is found posted on the Old Town Notice Board. Wonder what it could be.

A Polite Missive.

To whom it so may concern,

I write this announcement to be the first of what I do hope to be few. Old Town, while a place home to it's own troubles, more times than not finds a way to sort through without the use of pieces of paper haphazardly strewn about in some order or another. We can problem solve, we can work together.
Sufficed to say, I have faith in the people around me. Perhaps more so than others give, but this is fine. What I do not have faith in our so-called 'Mercenary Charters', with which what one would refer to as an 'average joe' could confer. As such, I have one thing to say.

I see your advertisements, and unlike you, I know the law. I know where to find you. Keep your shady dealings out of these streets.

I will remind Old Town's residents, that to form a 'charter' of sorts to assist those going overseas is not illegal, and is in fact encouraged. Help each other, we of this city hold a certain kinship in that regard. What I do have a problem with, are bounties used in service of 'head-hunting', which this charter seems to take frequently.
If you have a problem with an individual breaking the law, report it to the Constables. Do not put your justice in the hand of a very specific regiment who likes to make their presence a headache for us all.
