FROM THE DESK OF HIS SOVEREIGN LORDSHIP RODDERICK HOWLESTER A PROCLAMATION 1. By quorum vote of the State Council, the Regalian Fighter's Guild is hereby dissolved. We thank the Guild for its contribution to Regalian entertainment but unfortunately their position within the capital is no longer required. 2. Due to copious amounts of complaints, concerns and accusations, House Winslough's House Guard force is placed under immediate suspension by the Regalian State Council. Given that the family has been seen to abuse their House Guard privilege by having them beat citizenry and threaten those who step on their toes, we believe it in the States interest that House Winslough be placed under immediate investigation by the appropriate authorities. If House Winslough is found to be utilising their House Guard during this suspension, they will face punishment from the City Law Enforcement. 3. Moreover, the Council has ratified a minor change to two Regalian Marriage Laws effective immediately. Firstly, the law allowing legal marriage between Unionists has been altered to the following 'Marriage in the Regalian State is only legal between two Unionists, save where the two individuals in question are of the same gender. In such a case, Synod approval is required for a legal marriage to exist' . Furthermore, the Law allowing adultery with permission of the Judiciary is altered to the following "To engage in adultery without the judicial consent forms, or where the two individuals are of the same gender -- without Synod approval, is illegal" 4. It brings the Council great joy to announce that the Library of Common Saints is being expanded in both scope and services. Under the guidance of Duchess Genevieve Howlester and Edward Estellunar, the library will function by furthering the ideals of Imperial Culture and offer free education to those willing and wanting. It is understood by the State Council that these two venerable individuals will be in search of librarians and assistants in the coming days in preparation for its renovations. 5. Furthermore, in light of recent events expertly handled by Regalian Law Enforcement, all individuals moving in and out of the slums district must be capable of presenting valid "Passage Papers" to checkpoint security. These "Passage Papers" may be applied for by formal application to an approved Regalian Law Enforcement Charter, which then will be documented and sent to the Judiciary. These applications may be made at the checkpoint itself as well as at the Red Citadel. Failure to present these documents when requested will result in a denial of passage and possible punitive measures from a Regalian Law Enforcement Chapter. This legal requirement will come into effect this coming Wednesday. Marvolo Ardelan scrolled through his mountain of paperwork and parchments, releasing a sigh as his secretary brought him the proclamation. He read over the points one by one, and immediately felt the need to light a cigar. "Looks like I've got a bunch of people to speak to."
"'Contribution to Regalian entertainment?!'" A certain Isldar guffawed as she read the notice out loud in the comfort of her quarters in Milais. After a while, her giggles died down, and her expression returning to it's favored stoicism. "Sounds about right. No bounties were passed to us anyway. Partially our fault, partially not. Regardless, I doubt Teo will be pleased with the outcome." She uttered lowly to herself before going back to slowly lowering her mountain of papers, one sheet at a time.
Michael J. Brett, an Officer for the Rosendahls, shakes his head at the thought of the Winsloughs and their dirty work. He only skims through the rest of the article. "Mm... Perhaps it is for the best. Winsloughs were a proud folk. Things must be discussed..."
