Ioustinianos looked down at the mess of papers and bounded documents that occupied his desk, a single fine parchment, bound with the Volarys Imperial seal rested atop the sea of papers. He sighed, he'd expected something like this to happen eventually, but now? The timing was most inconvenient. He picked up the parchment, reading it over one last time.​

After much deliberation, the Senate and Basileus of Constantinopolis have elected to announce their temporary withdrawal from the Volarys Empire and the prosperous unification of their neighbors under the Basileia Rhomaion in order to more effectively maintain regional control and ensure the safety of their people.​
