The Qadir soldiers having been gone for nearly a week, the first ships carrying lumber from Girobalda and food from Anglia sailed into port between a number of warships and the Laridae, the Imperial flagship. Coming back on board the ship were the women and children of the various noble families who had left Regalia during the occupation or shortly before, the Imperial treasury and more records and troops. Colonial militias from Daendroc and Ithania were to fill up the seriously outnumbered violet order as the Imperial treasury made its way to the Imperial palace once more to start collecting taxes for the Regalian state once more. Lumber and craftsmen were moved to the Imperial district to repair the damage done to the Imperial estates and the Imperial Palace, but not the bridge district. Makeshift repairs were also made to the Lichtblick clinic, a number of guards permanently stationed at the building to prevent any further disturbances. City authorities authorized the expansion of a second clinic within the common quarters, construction starting just off the harbor districts. With the return of most of Regalia's upper class, even the Crown Prince had returned with his bride to be, the Queen of Lusits. Immediately upon return, the crown Prince started issuing edicts and passing laws to assimilate part of the Qadir that were left behind and the issue of slavery. First decreed for slavery was that Slavery was institutionalized under the Regalian Empire. A new order called the Saffron Order was to continue the external search for Slaves to be sold within the Regalian Empire. All slaves which had been enslaved during the Qadir occupation remained as slaves to their respective owners. Exception to this rule was the Orcs and the Ailor. Full blood Ailor were to immediately be released from slavery and their owners must pay them reparation costs which are skewed in the favor of the slave. If the owner of an Ailor slave was an Ailor, they will serve a prison sentence as well as being forced to pay a fine to the Regalian authorities on top of 3 months of latent taxes. Regalia also institutionalized the quality assurances for Slaves. Part of the Office of Justice could not be appealed to by slaves if they were maltreated by owners. Second decreed on the subject of the Qadir was the massively unpopular amnesty law. It was decreed that all Qadir that were left behind would be naturalized as third rank citizens (placing them next to Orcs) as long as they agree to a set of naturalization laws. Should they refuse, they would be executed. The naturalization laws involved heavy taxation. Any properties owned by Qadir in the main city would be seized by the state. Qadir would be forced to live in the poor district and they must pay 2 years of retroactive taxing. This effectively bankrupted most Qadir businesses and private ownership, but at least ensured their survival in Regalia. Laws were passed to protect Qadir from reprisals from Regalians, though it was clear that Regalia cleverly turned the Qadir into heretics by their own doing. Part of the taxes levied would directly funnel to the denunciation of the Shambala faith, as well as requiring the Qadir to walk over certain effigies of their sun deity before entering the tax admission office. Qadir captured in the prison would further be humiliated by forcing them to wear a certain cap often reserved for the heretics of the Shambala faith, hereby forcing the religious status of pariah on them. The vast majority of the Qadir simply accepted the suffering as the troops had left them behind and selfishly made their way back to Farahdeen. Qadir who have proof of their allegiance to the Regalian Empire may appeal to the Court of Justice for a hearing. If the hearing puts them in the right, they will receive their assets back and be allowed to live outside the poor district. Third decreed on the subject of the Orcs was that all Orcs were to be immediately released from slavery. Condition to the release was forced servitude in the quarries north of Regalia for a month or military service for the duration of the Qadir conflict. Most of the Orcs that had been shipped off or enslaved in Regalia chose the latter, joining the Regalian military in special Orc shock troop groups to refill the ailing land armies. New came from the front that the Dwarven-Orc raiding army had been bogged down in the city Shatuhr, which the Orcs renamed to Orcthur. The Regalians had set up a supply line to the city, but the Orcs were unable to press on. Certainly the Empire itself had yet to decide whether to continue the war or call for a truce. The first matter of political affairs was the vote for the new Arch Chancellor of Regalia. The Crown Prince would normally anoint the Arch Chancellor given the position was for the Kades to choose, but he chose to make it a vote this time around. The Imperial court indicated they did not have a clear successor in mind for the previously fired Arch Chancellor and did not want to gamble with noble loyalty, therefor decided it was best to let the nobility vote for themselves. The exact details of the vote was to be determined later, and surely another vote would be held on the future of the war with the Qadir. Life in Regalia slowly started to pick up again gaining the semblance of it all having been a bad dream, but the effects were certainly noticeable. Regalian warships still maintained the blockade on the city, the clinic was still damaged and food was still fairly hard to come by. Troops were making regular patrols trough the streets, seizing upon Qadir they might find to check paperwork and searching houses randomly to find stakeouts. The nobility were to convene the next day in the Cadar Park for a ball in the open air. There the stage would be set for the political strive that would continue to dominate Regalia for the coming weeks to determine the new hierarchy of the noble families. Long story short on the laws: All Orc slaves must be immediately released. All Ailor slaves must be immediately released. Their owners would be arrested and fined. You do not need to roleplay this out, simply say it "happened". All Qadir are demoted to third rank citizen and taxed to death. They would be forced to live in the poor district and their business and any assets they might have seized. You do not need to roleplay this or leave your Regalia house if you own one in the common/Ithanian/old Gods districts. It just technically happened. Just say you're pretty poor as a Qadir now. Qadir may appeal to the court to have this reversed. Slavery will continue though only the Suffron Order may enslave individuals. Slaves may be bought from said order. All slaves who are not Ailor or Orc will remain with their master, this includes mix breeds who are only half Orc or Ailor. The Suffron Order cannot be applied for. It is just a placeholder right now.
What if one were a slave, and their master (who was a Qadir) died during the rebellion? Would this slave, who now has no master, stay a slave? Or would they be taken to this 'Suffron Order'?

Am I the only one who though it said "saffron order" and not "Suffron order"? "Saffron order" Yay expensive spices for everyone!
I think it said "saffron" once in the post, like an auto-correct mistake, which made it more confusing.
Maple watered her potted plants at the house, deep in thought. As she dipped her bark hand in water the now 15 year old Yanar sprinkled a pot of cat grass. "There has been no signs of Master for weeks upon weeks now.. Has she abandoned us slaves..?" She wondered for her future, and if she would ever be freed. Slave position as Efendi was't that bad, but she was getting rather lonely. At least she had her few friends and her calico. These feelings of hopelessness were temporarily washed away as her cat greeted her by rubbing itself on her bark covered leg.
Orcs, listen to me: Free Regalian Fried Elf for all of you if you decide to continue the war- even if Regalia says no.
Why did they decide to keep slavery legal? If they are trying to keep out the Qadir faith (which I can never spell right) out of Regalia, why are they openly welcoming one of the big ideas in it? That would the ancient Romans trying to get other religions out, but saying they'll keep their holidays because they like them. Slavery was illegal in Regalia before.
I think slavery was legal just as long as the slave was born as slave, or legally brought in with paperwork. I think it was enslavement which was illegal.
I don't think the acceptance of slavery can be summed out by comparing it to Roman religions. Like, the issue here I think is that slavery is a business practice first, and a cultural practice next. Considering that Regalia still condoned indentured servitude as a means to bypass the legal/social stigma against slavery, it was only a matter of time before someone swung one way or another. Besides, slaves are great for the economy; free labour!
