To further the Empire's good military traditions, Adrienne d'Ortonnaise would like to announce the establishment of the Regalian Duelist League. This organisation serves neither to monopolise duelling in the capital nor to engage in illegal conflict; the league's aim is to establish a general protocol for friendly, competitive sparring and to keep a tab on all matches so that a proper leader-board can be established.
Rules of Participation in the League:
Any eligible combatant needs only to pen a letter to the board of the league filling out this simple form:

They will then be added to the leader-board starting from the bottom, from where they may advance to the top freely through duels.
How to fight a duel?
Simply PM any of the board members when they are online, or send them a forum/skype/discord/facebook/twitter/pigeon post/owl message to arrange for a fight. These don't have to be public events, though if the league is a success it'd be preferable to have top-dog matches pre-announced a few days beforehands.

To become a board member, address the leader of the board, Adrienne d'Ortonnaise. Becoming a board member demands a clean criminal record, experience in both teaching and participating in duels as well as proper conduct and ability to organise.
OOC-wise, the only true requirement to become a board member is the ability to DM a fight with the system we'll be using.
Eligibility:
To compete, one has to be:
1. First-Class citizen
2. If not a first class citizen, be part of the Regalian Army
3. Be eligible for concealed carry of a weapon (no criminal background)
4. Acknowledge the rules of competition
OOC-wise, you need an approved character application.
Rules of Competition:
1. All duels have to take place on a site legally sanctioned for sparring with dull weapons. This is the mercenary keep by default.
2. All duels have to be overseen and judged by a member of the board.
3. All duels have to be conducted with dull / light weapons. Weapons and armour used for duels may not be carried outside the legally sanctioned building.
4. No duellist may conceal their identity.
5. Breach of the rules of competition draws the consequences of being removed and banned from the leader-board and reported to the Regalian Guard.
6. Defeating someone below on the ladder grants two points in the tournament, defeating someone on the same level grants three, defeating someone above grants five. A tie grants one point to the less-prestigious competitor, or if both competitors have the same overall score, no points at all.
7. All Regalian law entries have to be followed before, during and after duels. Duellists are removed from the board if they are found to have committed an act of crime. Return to the board and restoration of the score is only possible through a letter of approval by the Lord Commander.
8. All duels award a single point to both participants if no rules are breached during the spar.
Rules of duels:
1. No opponent may be struck on the ground. Bringing an opponent to the ground grants victory.
2. No strike may be dealt against the groin or the back of the head.
3. Leaving the defined area of the duel grants the opponent victory.
4. Disarming an opponent grants a victory. Striking the head grants three points, the chest two and the limbs one. Earning five points grants a victory. Any strike has to be of decent power.
5. Attacks are not counted until the first strike in a cross of blades, they continue until a holdup is achieved.
6. Any participant may yield at any point during the duel, at which point the opponent has to stop as soon as possible, earning a victory.

OOC Information:
As some of those listed between invited may know, I aimed to organise a duelling league both IC and OOC. IC, this means a kind-of-official toplist for the Empire's fighters. I quite literally see a duel almost every day I roleplay and it's a shame these are never recorded proper. OOC-wise, the aim is to develop some sensible system to handle duels that counts for character skills and personality but does not complicate things to an awkward point.
