Yes, the vault idea when it first came around was a very novel idea. Although, now since the idea and a few iterations of businesses specifically for that idea have existed, there's really nothing else I can do to make another business selling vault access "special." Beyond a few different things such as storage space, accessibility, there's not much different between your vaults, my vaults, and the next guy's vaults. It was a cool idea, just not feasible at the moment in terms of money making.

So maybe like a hit list type thing? Ex: I run an organization that takes the names of people that people want killed, and then I outsource the killing to anyone that wants to take on the task. You tell me you want X player killed, and I post it wherever I post stuff, keeping your name out of it of course, and state there is a 500 regal bounty. Someone takes the task and notifies me. If they die, then that's that. They can try again or just stop. If they succeed in killing the person, they bring you and I proof, and you pay up, with me of course taking a percentage of the bounty money you put up as a reward.
