Water Shader Mod: Legal Or Not?

Hello I was wondering if the water shader mod(link below) is legal for use on this server. The mod does not require a modded api in addition to the java classes the mod provides. Well, I would just like to clarify if the mod will be allowed for use on this server.

Of course it's allowed I guess there is no cheating or what so ever isn't it?

Yea i guess it's allowed cuz it's only the texture of water it change. :/
