    Freedom and Suffrage for All
    Introduction

    The San Luis Commune is many things, but above all, it is the result of a need for a Daendroque safe space. Established in 309 A.C. and named after Luis Hernandez of Daenshore, the San Luis Commune way of life is heavily influenced by the Daendroque philosophies of freedom. Therefore, the San Luis Commune is run by a town council known as the Cabildo de San Luis. Though technically under the jurisdiction of Regalian Law, the Cabildo does not make an effort to enforce them and instead passes its own laws. These laws are enforced by the Peq-Tercio de San Luis, the local militia tasked with defending the commune from external and internal threats.

    Commune Citizenship

    Anyone may choose to live in the San Luis Commune, but only citizens may vote. In order to be a citizen of the commune, one must own property in the San Luis Commune. Property may be built by the prospective citizen or purchased from another, but never claimed. This means that everyone is free to come into the commune, build themselves a home, and become citizens automatically. Prospective citizens may buy a pre-built home in the commune, but they may never claim abandoned homes for themselves without permission from the Cabildo de San Luis.

    The Cabildo de San Luis

    The Cabildo de San Luis is the commune's legislative, judicial, and political authority. Members of the Cabildo de San Luis are elected by the citizens. There must be at least three members within the Cabildo de San Luis at any given time, and membership must always be an odd number so there cannot be tie-votes during assemblies.

    Whenever a law is broken, the Cabildo de San Luis votes to decide how to take care of the issue. For example, the Cabildo de San Luis may vote to offer refuge to a fugitive from the Regalian City or Crookback. If Regalian Law is broken within the San Luis Commune, the Cabildo de San Luis may vote to extradite the offender to the Violet Order. Furthermore, it is possible that the San Luis Commune may vote to decide whether someone is guilty of violating San Luis law.

    It should be noted that the Cabildo de San Luis is not recognized as a legitimate political body, which means that enforcing Regalian Law locally qualifies as vigilantism, and harboring criminals may invoke the ire of Regalian authorities. Therefore, the Cabildo de San Luis must be careful to play a balancing game in order to preserve their own existence.

    The Ten Rights and Duties of Commune Citizens
    1. Citizens have a right to food, water, and shelter within the San Luis Commune.
    2. Citizens have a right to be free within the San Luis Commune.
    3. Citizens have a right to privacy within their San Luis address.
    4. Citizens have a right to equality before San Luis laws.
    5. Citizens have a right to vote in Cabildo elections.
    6. Citizens have a duty to provide services to other citizens.
    7. Citizens have a duty to obey San Luis laws.
    8. Citizens have a duty to protect San Luis Commune and its citizens.
    9. Citizens have a duty to respect the fruits of any person's labor within the San Luis Commune.
    10. Citizens have a duty to impeach members of the Cabildo de San Luis who use their power unfairly.
    Local Laws and Regulations
    1. It shall be illegal to coerce or keep someone against their will.
    2. It shall be illegal to steal the services of another citizen of the commune.
    3. It shall be illegal to reveal the identity of another citizen of the commune to a non-citizen.
    4. It shall be illegal to report violations of Regalian Law to the Violet Order without Cabildo approval.
    5. It shall be illegal to enforce bounties and arrest warrants without Cabildo approval.
    The San Luis Peq-Tercio

    The San Luis Peq-Tercio is a volunteer militia that enforces the rights, duties, laws, and regulations of the San Luis Commune. Anyone can call themselves a member of the San Luis Peq-Tercio so long as they obey the commands of the Cabildo de San Luis. However, members of the San Luis Peq-Tercio cannot run for or hold office within the Cabildo de San Luis. A member of the San Luis Peq-Tercio may be removed by a vote in the Cabildo de San Luis.

    The San Luis Peq-Tercio is also tasked with hunting food for the commune and defending it against external threats. Therefore, it is required that any member of the San Luis Peq-Tercio take the initiative to organize hunting trips and patrols around the surrounding wilderness.


    Things to Note

    The San Luis Commune is an open space for anyone to roleplay in, according to the rules for Deployables. Due to the nature of the commune, it is strongly encouraged (but not required) that you use proficiencies that would make life in a small village more entertaining. For example, if you have baking proficiencies, consider opening a bakery. If you have horticulture proficiencies, consider selling ingredients to the local commune bakery.
