HERITAGE SECRETARY MAKES CONTROVERSIAL FIRST ACT
~ 25 May, 307
~ 25 May, 307
The first day into the tenure of the Heritage Secretary Frisque has produced an Act that was immediately controversial due to the changes made in the Civil Status of certain races: chief among them the Altalar. The Altalar race was moved by the Secretary from First Civil Status to a new category name None while the Isldar were transferred from First to Protected Civil Status. A new status of OUTSIDER was added and into which the Kathar have been moved, effectively stripping them of any protection or privilege possible.
The change of the Altalar status has brought condemnation from a group called the Altalaan Conclave which is represented by one Aeralaanys Rhylovhas who calls himself the 'Protector of the Altalar people'. The Lord Chancellor posted a recent subscript to the Secretary's declaration that was addressed to the Altalar population in the city that the changes have yet to be implemented and in the Lord Chancellor's words, "In the unlikely and disastrous event that the proposed changes to the current Civil Status of the Empire do end up being implemented, then further action will be taken.".
Some notable figures have been heard lambasting the changes as an effective end to the alliance between Rie and Regalia, though others retort that such an alliance was made out of necessity and that the Empire got on without them perfectly fine. It remains to be seen whether this will fundamentally alter the war effort against the Kathar menace. The Secretary will be hosting an Assembly at 7 in the afternoon in the Assembly Hall.

Houses de Termini, Idomeneus, di Orazio, and dei Olzolli have merged together to form a Syndic family under the name dei Vinicii, the name of the mountain on which they merged. The leadership of the Syndic has been split 4 ways with positions such as Consul, Proconsul, Ephorate, and Servius. It remains to be seen whether 4 former heads of their respective households can cooperate despite their ambitions.

CHAPTER THREE OF NINE IN A LADY'S GUIDE TO SOCIAL GRACES

===Chapter Three: Dancing Etiquette===

===Chapter Three: Dancing Etiquette===
One of the fondest pastimes society has! Dancing is an activity much adored by the young in society. The chance to socialize together under the watchful eyes of their chaperones, while those who have experienced life more fully may still enjoy the music and steps that harken back to their youth. Balls that require stricter adherence to dancing etiquette are common enough. Dinner parties where music is enjoyed may relax these rules some.
Gentlemen may ask for a lady to save a dance for them, but never more than two. He may not ask for the type of dance; for to do so is an expression of unseemly desire. Rather, he may ask for the first two, or last two of the evenings. Any more than two dances promised is seen as a declaration of possible courtship. Ladies should not refuse a dance with a gentleman unless he is unfit to be accepted by society. If refusing a dance due to weariness, it is common courtesy to give the gentleman who asked the next dance she intends on participating in.
Gentleman should always escort the lady from the dancefloor. Seating her with friends or relatives is preferential unless a situation begs for his immediate departure. If seating her alone, he should see to getting her refreshments before taking his leave.
Fathers and daughters may always dance one dance together, as may mothers and sons. These dances should always be slow and courtly – designed to express familial respect. Waltzes are considered too intimate for these types of dances – rather, a promenade is the most appropriate. Siblings should never dance together, unless one is functioning as the patriarch or representative of the family.
Ladies do not dance without gloves on, nor do they take the dance floor in anything but appropriate dancing slippers. Silk or velvet are the preferred fabrics for such things, as to make a lady light on her feet. Gentleman should endeavor to tread carefully, and lead all dances. For a lady cannot lead a dance, unless it is a tableau comprised of only female dancers.
Ladies should always be escorted to their carriage directly, or to their family at the end of an evening. A gentleman may offer to hold the lady's capelet, but should never help her fasten it. If a gentleman is thus charmed at the end of a ball, it is an acceptable salute to the woman to kiss the top of her gloved hand. If the lady is agreeable towards the gentleman, she may bestow one solitary glove as a favor of encouragement.
L.U: My first question is tackling the most contentious issue of your recent act: the Altalar. Some say it is just you exacting revenge for past grievances against your race. What is your response?
K.F: Aye, that is what people would assume yet they never care about it when it happens to the Varran. I have more reason than simple vengeance against knife-ears. How many times have the Altalar waged war on Regalia? More times than not I would say and within the past year or so as well. They rejoined the Crown Alliance out of necessity with the Kathar war on the horizon and they were to aid yet I see very little Altalar presence on the front lines. Regalia faces it practically alone, the Elves did not uphold their end of the agreement. Not to mention why should we give rights to those who so openly study magical forces? The very forces which harmed this world once that we know of. You see, there is more behind this than an act of revenge.
L.U: What are your thoughts on the so-called 'Altalaan Conclave' condemning you and your act? They say they represent all Altalar and their leader calls himself their Protector.
K.F: They can condemn me all they wish, if anything, their less than savory reaction proves my point of them being undeserving of civil status. I hear they have Silven amongst them too and we do not listen to demon spawn. I heed the words of my peers and stand with the Empire; I pay little mind to insulting magi.
L.U: The Lord Chancellor wrote that your changes would be, quote, "..disastrous.." should they be implemented. What is your response to the Lord Chancellor?
K.F: I will say, as many in the city, the changes were jarring which caused a large amount of worry but when the populous realizes the Altalar are not doing as much as they think, it will affect very little and the other races will fill their position in the Empire. I trust war will not be effected as they cannot afford to leave the Kathar alone. The economy may flutter but I am looking into that to aid the Secretary of Finance should such be an issue. So my thoughts, at first glance, the Chancellor is not wrong, it appears disastrous, but I trust it will not be and the hope is the Altalar will learn their place and do their part.
L.U: Why did you wish to become Secretary of Heritage? Do you have a unique insight to the myriad cultures and customs of the Ailor race in our Empire?
K.F: I would not say I have an overarching knowledge of Ailor culture and customs but that is not what the position entails. The position is the regulation of non-humans and who better than a non-human noble to serve the interests of non-humans and the Empire in one?
L.U: What is your ultimate goal as Secretary of Heritage?
K.F: To better the relation between non-humans within the Empire. Those who do not pull their weight, who think themselves above everyone else, will be dealt with. Every race will do their part and the Empire will prosper from it.
