THE CONCORDAT
Preamble
The Concordat is an assembly of the aristocracy with the purpose of evaluating and proposing policy considerations. Currently, the Concordat merely serves an advisory role as a convention of the nobility. The Concordat is focused on supporting the Regalian State and the Crown by offering insight from the aristocratic perspective. More specifically, by offering counsel from the position of governors over the Empire's vast territories. The aristocracy is able to use the Concordat to project the needs and interests of their respective regions and communities.
Offices
Offices are the positions elected by the whole Concordat assembly. They serve varied terms and operate administrative duties to ensure the smooth flow of procedure. Furthermore, they represent the Concordat's leadership both internally and abroad.
Office of the Proconsul

- The Proconsul reviews proposed bills, directives, and resolutions and chooses the order in which they comprise the agenda
- The Proconsul holds veto power as well as the ability to overrule a Consul's veto. The only time they cannot use veto power is during a vote of no confidence to recall themself or another officer
- The duties of any vacant office fall to the Proconsul until that office is filled
- The Proconsul is responsible for representing the interests of the Concordat to the Government and the Crown

The Consuls, also known as the Majority/Minority Consul in relation to the order in which they are elected, are charged with the organization and leadership of the Concordat. Consul terms last for two months. The Consul elected with the most votes becomes the Majority Consul while the runner-up becomes the Minority Consul. Consuls can be recalled individually with a 2/3 majority vote but cannot be replaced until their term has expired.
- Each Consul possesses veto power, which can only be overruled by the Proconsul
- Consuls have the power to create, dissolve, merge, and splinter committees
- Consuls may appoint and remove aristocrat delegates from their membership

The Scribe keeps record of all Concordat General Assemblies and Consular Meetings. Scribes are elected by a simple majority vote at least one assembly session after vacancy is made known. They can be recalled by a simple majority vote. Under the circumstance of a recall or if the position is vacant, the results are tabulated by the Proconsul.
- The Scribe is responsible for tabulating the vote and announcing the result in any voting matter, whether it be an election or the fate of a bill, directive, or resolution
- The Scribe is charged with keeping a record of all registered aristocrat delegates and noting if they are present or absent at the beginning of every assembly
Committees
Committees organize the Concordat into departments based on experience and expertise, allowing for better thought-out resolutions for complex issues. Each committee must be staffed by at least three members to be functional. Once done, the committee may select a chairperson from among its membership. The Committee Chair will both moderate meetings and represent the committee in General Assembly meetings, submitting proposals to the Proconsul.
Both delegate and observer aristocrats can be appointed to committees. Given non-delegate family members serve as observing members in the Assembly, this role translates to committees. This means observers can speak and draft proposals but can not vote. However, each committee is able to set its own rules for committee sessions and may allow observers to vote as well as delegate members, should they choose.

The Rules, Procedures, and Budgeting Committee reviews the Concordat's conduct and protocol. They propose to amend the Order of Procedures when necessary and ensure the Concordat's work is carried out fairly and dutifully. This Committee is also responsible for proposing the Concordat's budget and distributing funds among each committee.
Committee on Imperial Security & Foreign Affairs

The Imperial Security & Foreign Affairs Committee recommends policy involving the military, border security, overseas intelligence and foreign relations.

The Interior & Cultural Relations Committee evaluates the empire and capital's infrastructure, health services, education system, commercial system, business management, and intercultural relations between people groups and the government.
Committee on Law, Justice, and Oversight

Observers: Lord Yuri Tremaux
The Law, Justice, and Oversight Committee evaluates the legal system and suggests changes to the legal codex. They also report on the efficiency of government ministries and agencies and suggest necessary revisions. Additionally, this committee serves an internal role by adjudicating disputes between the nobility.
Order of Procedures
General Guidelines & Assembly Information
Aristocrats and Guests alike are expected to follow a set of guidelines when engaging with the Concordat Assemblies. Violations may result in expulsion, suspension, and/or removal from the Concordat. Any violation of Regalian Law will be met by swift response from the State Metropolitan.

I. Each Aristocrat House receives one (1) delegate which holds voting power. All delegates must register with the Scribe. Until submitted, the Scribe will assume one of the family titleholders as delegate. Non-delegate family members may still attend and serve as observing members (may speak, may not vote). A proxy may be sent if a delegate is unavailable
II. At least five (5) delegates are required to call a Concordat Assembly, which may be done for any reason. To call a Concordat Assembly, one of the delegates must respond to this thread with the time and date issued and include the four other Houses to sponsor the Assembly. The date and time must be agreeable for the Proconsul and Scribe, who must be in attendance
III. The Concordat is only open to Aristocrats and their House Guards, which must have their weapons peace-tied upon entry. Commoners and other attendants are permitted but may only observe from the gallery or upper stands, and may not speak unless invited to by the Concordat membership. Members of the Imperial Family, Imperial Guard, and Crown Representatives are always permitted as observers/advisors
VI. Regalian Law and the Order of Procedures must be observed at all times
V. Proper titular address and respect for one's fellow peers must be observed at all times
