THE LORD CHANCELLOR OF THE REGALIAN EMPIRE

Concerning Eriu-Innis:

Given that the current Lord Chancellor was not remotely consulted regarding the supposed lifting of the Navigation Acts of Regalia in Eriu-Innis, being an integral part of the Regalian Empire's structure and functioning, the decision is overruled in its entirety. The Lord Chancellor cannot imagine that his predecessor had meant to entirely demolish the agreements set out in these Acts.

• The Lord Chancellor therefore declares not only that the Navigation Acts are still in effect in Eriu-Innis, but that the Foreign Ministry, as constituted, did not possess the authority to remove them at all. All compacts between the Empire and Eriu-Innis as set out in the standard Navigation Acts of Regalia are still in effect. Their wholesale removal was an illegitimate action, as it did not fall within the purview of their rights.
• However, in conjunction with this, the previous ban on Altalar, foreign and domestic, from setting foot in Eriu-Innis is, indeed, lifted. The Lord Chancellor presumes that this was the intent of his predecessor's decree on the matter.

Concerning the Foreign Ministry:

It has come to the attention of the Lord Chancellor that not only was the aforementioned action taken without consultation of the current Lord Chancellor, but that it was known, and questioned, by other members of the Foreign Ministry- and yet still not brought to the Lord Chancellor's attention. The Lord Chancellor also recognizes that the Foreign Ministry has failed to produce effective, or even potentially effective, missions to the most critical parts of the Empire, and abroad. Far be it from him to place blame on any particular individual; rather, the Lord Chancellor is of the opinion that the Ministerial structure fundamentally does not suit the Empire's diplomatic needs.

• The Foreign Ministry is therefore dissolved, effective immediately. All related positions are null and void.
• Diplomacy will now be headed by regionally-defined Ambassadors (to a state or small cluster of states) and High Ambassadors (to a large cluster of states), as appointed by the Lord Chancellor. While some ambassadorial appointments may be given special rights, their default rights and duties are:
  • To head diplomatic missions to entities within their defined region.
  • To establish and run embassies within their defined region.
  • To negotiate with foreign nations and suzerain subjects within their defined region.
• All Ambassadorial positions are to be grouped within the Department of Diplomacy, to be headed by Duke Markus Delmotte. Its rights and duties are:
  • To define the broad Diplomatic Policy of the State and maintain cohesion among the State's appointed ambassadors.
  • To request, of the Lord Chancellor, appointments of State ambassadors to particular regions.
  • To review the diplomatic actions of the State's ambassadors, with a right to veto.
  • To call for review the efficacy of the State's ambassadors.
  • To enact emergency diplomatic action to regions lacking an active, appointed Ambassador.
• The position High Ambassador to Essalonia is created and given to Lord Reimar von Falkenreich. Special rights to this position are pending discussion with the High Ambassador, excepting the following which is effective immediately:
  • This Ambassador is immune to the veto of the Department Head. Only the Lord Chancellor may veto his diplomatic decisions, but as a result he will be under most intense scrutiny.
• All other Ambassadorships are pending consideration by the Lord Chancellor, and applications by relevant parties.

Concerning the Playeros:

The Lord Chancellor is angered and appalled by the actions committed in Daenshore, and indeed disappointed that the desire for redemption Mister Eloi Playero had conveyed to him was hollow. Because the Lord Chancellor does not feel he can properly express in writing the full gravity of their actions, he will not attempt to. Instead, he issues the following proclamation:

• Eloi Playero, Lucio Playero, Xabi Playero, and Antonio Playero are declared wanted by the State, effective immediately, to be investigated on the following accounts:
  • Regalian Low Law 1: Inflicting harm against another or one’s self unless self-defense demands it is illegal.
  • Regalian Low Law 2: To sabotage, undermine, or be negligent in State Official Duty, is illegal.
  • Regalian High Law 3: To rob or attempt to rob the life of another person, whether born or unborn, is illegal.
  • Regalian Capital Law 4: To commit mass-murder or cause mass-death intentional or not, is illegal.
  • Furthermore, the Lord Chancellor makes a special note of their endangering the wellbeing of the whole Empire by interfering in a delicate foreign matter, and inciting unauthorized raids across the Regalian border, which he considers a political crime much akin to Capital Law 5.
• The Violet Order, in conjunction with the Chancellor's Contingent, are instructed to apprehend them.
• A call is sent out to any who might have actions regarding the full account surrounding their alleged misdeeds, to contact the proper authorities and present their testimony.

Concerning other Ministries:

• The Lord Chancellor creates the Civil Ministry, to be headed by Lady Kaya Sorenvik, with the following rights:
  • To assign the status of "Exemplary Citizen" to commoners who demonstrate particular merit, and maintain a public register of such for use by State and Nobility.
  • To assess Civil Status exceptions, and provisionally raise the civil status of individuals who demonstrate particular merit.
  • To access Violet Order records for Civil Status exemption investigations.
  • To maintain a blacklist of unmeritorious citizens, barring them from service under any State agency, which may be overturned by Lord Chancellor.
  • To carry a weapon for ceremonial and self-defence purposes.
• The Alms Ministry and Civil Ministry are grouped together in the Department of Civics, to be headed by Grand Duchess Sivrid Sorenvik. Its particular rights and duties are:
  • To keep and share, internally, records of citizens processed by either Ministry.
  • To jointly assemble ad hoc committees and tribunals to handle minor matters in the Regalian Capital. This right is moved from the Alms Minister to the Department Head of Civics.
• The Scholar Ministry is to be headed by Duchess Haeddi van Hal. An executive council to maintain accountability within the Scholar Ministry is pending consideration and discussion.
• The office of Whip is also pending discussion, given recent Ministerial changes.
