Why is there a separate world fot RP: Safety. So you don't get killed mid-RP. It also makes it easier to find people to RP with.

Who gets authority: You have apply for it. The staff takes care of the rest.

Why do RPers dislike PvP: It's hard, frankly. Not really, but, well, more than RP. Getting gear, picking traits, being good enough, it's different. That's why, it's different. Why do PvPers dislike RP?

Why Minecraft: Heck if I know, it has infinite potential. Building, skinning, text-chat, and plugins. Plus, Minecraft has a much friendlier community than other games it seems, you go on a Garry's Mod Dark Rp server, and nobody follows rules, people troll, say/make/do inappropriate things, have currupted/no staff, etc. MC has a much more family-friendly playerbase, and is easier to create things in.

Why do people make positive characters: They want to fit in, don't want to fail at stuff, and crime can be hard to propporly RP, and people don't want bad things to happen to their characters. People get connected to them, they become a part of them. They worry about them.  I sure do, and crime RP/negative things can be dangerous. I have several negative characters though, a serial killer maniac, a rude rich guy, an Ur who likes to eat Tigrans, a drug dealer/mugger. The others have bad traits to them. It's about balance.
